Meeting Support - The Contractor shall provide support for program reviews, conferences, and other functions. The Contractor shall provide status and decision information on assigned programs and projects. Requirements Support - The Contractor shall assist in: developing integrated support requirements for system and equipment design; developing support requirements that are related to readiness objectives and design; conducting specialized analyses on total life cycle cost, logistics supportability, and warranty; and providing technical assistance and consultant expertise. Total Life Cycle Supportability - The Contractor shall assist in performing tasks related to the total life cycle supportability from concept definition and technical demonstration through disposal. Product Support Strategy - The Contractor shall assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to develop a product support strategy that builds around the Integrated Logistics Support (ILS)/Product Support and sustainment elements and integrates the acquisition and sustainment phases of the weapon system throughout its life cycle, based on statutes and DoD-directed concepts such as evolutionary acquisition with a spiral development, Performance-Based Logistics (PBL) and Public Private Partnering. The Contractor shall provide support in planning, formulating, editing, developing and publishing finished products, e.g., program documentation, plans, directives, reports, briefings, correspondences and other presentations (technical and non-technical) in the media and format requested. - The Contractor shall provide support in the following areas: - recommending program strategy, to include logistics impacts and incorporating PBL and public private partnering tenets where feasible - monitoring performance goals, parameters, and exit criteria - developing, advising, and assessing the performance of work done at the depot or Contractor locations and partnering agreements - assisting in the review of logistics support elements and other logistics related efforts - identifying and monitoring Mission Partner support and field assessment requirements. Life Cycle Cost Management (LCCM) Design-to-Cost (DTC) - The Contractor shall assist in performing any related tasks that provide logisticians the capability to perform all processes, procedures, and techniques necessary to develop an LCCM and/or DTC program, perform operating and support cost analyses, and/or develop a probable cost estimate. - The Contractor shall provide support in the following areas: - evaluating LCCM and DTC plans, trade studies, and proposals - assisting in the assessment of impacts from proposed modifications on LCC - performing studies (cost benefit analysis, business case analysis, trade studies, logistics supportability studies, cost of operational effectiveness analysis, level of repair analysis, organic versus Contractor cost assessment, annual estimate.) - evaluating and validating analyses methodologies or models Instructional Systems Development - The Contractor shall utilize the Instructional Systems Development method to develop training programs for subject areas. - The Contractor shall conduct specific training courses on ILS/Product Support, sustainment, and warrant-related subjects.   ILS/Product Support and Sustainment Elements Integration of Maintenance Planning (MP) - The Contractor shall assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to conduct the orderly arrangement of all maintenance support, including support equipment, to keep systems and equipment ready to perform assigned missions. This includes all levels of maintenance and implementation of those levels using partnering, organic, and Contractor support. - The Contractor shall assist in defining the process of evolving and establishing maintenance/support concepts, plans, and requirements to be performed during the total life cycle of the system or equipment. The Contractor shall provide support in the following areas: - performing reliability centered maintenance program analyses, level of repair analyses, aircraft battle damage repair, and other maintenance trade studies - recommending required maintenance capability for all levels of repair to include calibration concepts, requirements, and plans - tracking and monitoring weapon system modifications - performing source of repair assignment process and assisting in inter-service screening - aiding in the identification of requirements for interim contractor support, contractor logistics support, and post production support - developing maintenance activation planning and processes - ensuring provisions are made for survivability, corrosion control, nondestructive inspection, structural integrity, built-in test and performance monitoring, and hazardous materials in addressing environmental logistics impacts - identifying, quantifying, and assessing the ILS/Product Support and sustainment elements. Integration of Manpower and Personnel (M&P) - The Contractor shall assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to identify military and civilian personnel requirements with the skills and grades needed to operate and support a weapon system and equipment over its lifetime at peacetime and wartime rates. - The Contractor shall provide support in the following areas: - performing suitable analyses such as mission area, comparability, human factors data, workload, manpower and personnel, occupational structure, and task and skill - developing operator and logistics support manpower requirements - identifying, quantifying, and assessing the ILS/Product Support and sustainment elements - accessing the modeling database and performing specified analyses Supply Support - The Contractor shall assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to accomplish all actions, procedures, and techniques necessary to determine requirements to acquire, catalog, receive, store, transfer, issue, and dispose of secondary items. - The Contractor shall provide support in the following areas: - identifying spares required for pre/post-operational support phase, including test and evaluation - developing a provisioning strategy and computing initial, deployment and replenishment requirements - tracking and monitoring repair of spares (production management) - determining interim Contractor support and breakout requirements - incorporating Contractor Supported Weapon System tenets to include financial and support trade-off efforts that affect system readiness and cost - determining source of supply by assessing alternative supply strategies such as diminishing manufacturing sources - reviewing provisioning technical documentation for Long Lead Time Items (LLTI) and spares Acquisition Integrated with Production (SAIP) - recommending release of provisioned items orders - arranging and supporting provisioning conferences - reviewing and recommending current/future parts unique identification requirements - tracking and monitoring delivered spare or repair parts and developing Readiness Spares Package (RSP) date; and - assisting in the identification, quantification, and assessment of the ILS/product support and sustainment elements Support Equipment (SE) - The Contractor shall assist in analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to accomplish all actions necessary to ensure all mobile or fixed equipment required to support the operation and maintenance of a weapon system is provided in a timely manner to the correct location at an affordable life cycle cost. - The Contractor shall provide support in the following areas: - identifying, recommending, and tracking delivery of SE - arranging and supporting SE conferences - identifying requirements for SE, i.e., software, data rights, computer resources, technical data, support equipment, etc. to include test and evaluation - reviewing SE recommendations data - identifying breakout candidates for separate acquisition; and - identifying, quantifying, and assessing the ILS/Product Support and sustainment elements Technical Data Management (TDM) - The Contractor shall assist in analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to acquire in a timely, efficient, cost-affordable manner the recorded information needed to translate system and equipment design requirements into discrete engineering and logistics considerations. - The Contractor shall assist in supporting an integrated data system that captures and controls the technical baseline, provides data correlation and traceability, facilitates technology insertion for affordability improvements during post-production support, supports configuration procedures and serves as reference for planning the system engineering effort, including technical data drawings, technical and commercial operating and repair manuals, and specifications. - The Contractor shall provide support in the following areas: - preparing an engineering data management plan, technical order verification plans, and technical order management plans - identifying engineering data requirements and data rights claims - arranging and supporting engineering data/technical order guidance conferences and in-process reviews - reviewing, tracking, and monitoring verification and delivery of engineering/technical data for manuals - assisting in coordination with other DoD agencies to ensure documentation and clearance requirements are complete Design Interface - The Contractor shall assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to relate logistics design parameters to systems readiness resources requirements and support cost. These logistics-related design parameters include reliability and maintainability, human factors, system safety, survivability and vulnerability, hazardous material management, standardization and interoperability, energy management, corrosion, nondestructive inspection, and transportability. - The Contractor shall provide support in the following areas: - identifying and establishing system-sustaining engineering processes - identifying and establishing logistics-related design parameters - reviewing configuration item specifications - identifying, quantifying, and assessing ILS/product support and sustainment elements ILS/Product Support Studies - The Contractor shall assist in conducting studies into various warranty-related subjects as determined by the USG. - The Contractor shall provide support in the following areas: - assisting in the selection and application of cost-effective warranties to individual acquisitions - assisting in the execution of end-to-end warranty analyses and implementation - assisting in the preparation of warranty plans - assisting in the tracking and monitoring of warranties in accordance with the weapon system contract   WORKING CONDITIONS: Travel - May be required to travel using commercial air, USG air, and other conventional modes of transportation to Outside Continental United States and Continental United States (OCONUS and CONUS) locations in support of program meetings, reviews, audits and other activities held at Government and Contractor facilities. - Shall travel unaccompanied and unsupervised. - All travel (including plans, agenda, itinerary, and dates) require prior approval by the EPASS CO for OCONUS travel or COR for CONUS travel. - CONUS travel requests shall be submitted no later than ten business days prior to travel. - Shall notify the EPASS CO or COR of the costs of air travel and receive prior written approval when the use of other than least costly air travel is required to complete a Government-directed task. - Shall submit a Trip Report upon return from travel. The trip report shall be submitted within 5 business days of return from earliest date of travel. At a minimum the trip report shall include: name of employee; date(s) of trip; site visited; trip purpose; relevant observations during trip. - Check for additional OCONUS Travel Requirements for FAR clauses 52.228-3 and 52.228-4 that apply to OCONUS travel. Standardization also includes standardized reports that can be shared with internal CFTC staff and the data submitters to provide insight and trends on data quality for a specific submitter. - Work closely with the customer to gather and document project requirements. - Perform data manipulation and advanced data analysis including financial modeling, data mining, and Machine Learning techniques. - Assist business users, economists, statisticians, and others, as required, to support various analytic needs. - Test each project thoroughly before presenting it to the task order project manager for quality control. Document test results as part of the project closeout documentation. - Create documentation as required under the PMLC and the Configuration Change Board (CCB) in order to move projects to the production environment. - Coordinate with internal and external organizations providing data to understand and resolve improper data formatting and other integration issues. - When using SAS to create analytics, create and maintain customized SAS stored processes and SAS Macro libraries. - Participate in facilitated meetings between stakeholders at CFTC which may include regular status meetings, user acceptance testing meetings and ad hoc development discussions. - Data analysis tasks may be varied. PRIMARY FUNCTION: Support all aspects of Airborne C2 capabilities, capability gaps, systems integration, and developing JCIDS documents. Assisting with achieving interoperable, affordable, responsive, and sustainable C2 systems which satisfy Service, Joint, Interagency, and Coalition C2 information exchange requirements. Development of C2 investment strategies and providing technical assistance for airborne C2 systems integration planning. Support the generation of operational requirements for acquisition and integration of new or modified airborne C2 capabilities, recommending executable courses of action and providing technical reports, development and coordination of JCIDS documentation and Air Force (AF) Program Objective Memorandum (POM) documentation.   RESPONSIBILITIES: • Provide services to include program management, planning, engineering, technical, and risk reduction support. • Analyze the effects of proposed requirements on C2 networks and how these requirements would enhance the ability of the warfighter to employ emerging C2 concepts. Analyze technical solutions against schedule, cost, need satisfaction, risk and operational relevance as part of a solution set including all DOTMLPF solutions. • Analyze C2 requirements and solutions as they affect Air Force, Joint, and Coalition missions through C2 TDLs and interface to other C2 systems/networks. Document their alignment to Joint and AF doctrine or needed changes to doctrine based on increased capabilities. • Provide assistance to platform programs in defining TDL requirements, planning, and equipping with needed supporting systems and message implementations. • Provide expertise and support for efforts that explore unique ways of integrating new capability onto AF platforms. • Support building the documentation, briefings, and justification for development of Program Objective Memorandum (POM) submission. • Participate in both technical and operational community discussions with the ability to summarize and communicate TDL needs and issues related to emerging concepts such as Friendly Force Tracking (FFT) and Network-Enabled Weapons (NEW).   QUALIFICATIONS: • Bachelor’s Degree in computer science, information systems, business administration, management or other related technical or scientific discipline • Five (5) years’ experience working Airborne or Ground Theater Air Control System issues at the MAJCOM level • Five (5) years’ operational experience in operational C2 systems • Five (5) years’ specialized experience with TDL systems, gateways, and networks • Five (5) years’ prior experience analyzing and evaluating operational capabilities and limitations of technical solutions for TDL systems • Three (3) years’ experience in a HHQ (e.g., MAJCOM, NAF, HAF or equivalent) staff officer or equivalent position creating, preparing, conducting, delivering, attending oral/written decision briefs, reports, positions, draft messages and other correspondence • Three (3) years’ experience in analyzing, developing and evaluating directives, policies and procedures associated with the modernization and sustainment of TDL Systems, TDL Networks, and TDL Gateways programs and systems • Three (3) years’ experience with planning, designing and assessing the results of AF or joint experimentation • Rated operations experience (11, 12, 13B or previous 17XX Air Weapons Controller/Air Battle Manager AFSCs; or US Navy equivalent).
