The Contractor shall support the program office during Materiel Solution Analysis, Technology Maturation & Risk Reduction, Engineering & Manufacturing Development, Production and Deployment, and Operations and Support (O&S) phases, to include all milestone activities.  When requested, the Contractor shall support the program office in the specific areas as follows: - The Contractor shall perform materiel solution analyses leading up to design and milestone reviews.  Contractor shall produce or support development of draft documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule, and performance.  - The Contractor shall provide support for strategic scheduling and planning documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS), and develop and coordinate a reporting framework for event-based activities during the work efforts.  The Contractor shall develop, analyze, and maintain a master integrated program schedule from concept exploration to fielding a system; employ networking software tools and capabilities to support lower tier schedule networking, network statusing, the generation of network graphics, the assignment of realistic durations and relationships to network elements; evaluate Contractor proposed schedules against government schedules; assess government program office schedules against schedule databases; conduct probabilistic and deterministic risk assessments on both contractor and government schedules by performing a Schedule Risk Assessment (SRA); utilize various types of scheduling software; work with the B-2 Lead Scheduler to integrate contractor and government schedule data with the B-2 Division Enterprise Integrated Master Schedule (E-IMS). - The Contractor shall support the development of acquisition and contract strategies, Work Breakdown Structures (WBS) and the completion of a program risk assessment to document issues impinging on milestone execution. - The Contractor shall provide support to develop market survey requirements, the lifecycle sustainment plan and lifecycle cost estimates.   - The Contractor shall support the development of executive briefings, as well as schedule and coordinate through appropriate Air Force and government stakeholders.   The Contractor shall update the briefings and document meeting minutes.  - The Contractor shall perform analyses to support program strategy decisions and courses of action.   - The Contractor shall provide a program assessment for integration of documentation to ensure consistency with program strategy and consistency across all milestone documentation.   - The Contractor shall provide inputs, draft, coordinate (with the appropriate internal and external government agencies), adjudicate comments, and produce final versions of coordinated milestone documents and assessments.  The Contractor shall develop and collect technical data and inputs for staff summary packages to support coordination and signature of all associated documents for milestone approval. - The Contractor shall support the development, review, and approval process for requirements document development and the Joint Capabilities Integration and Development System process and staffing. - The Contractor shall assist in translating user requirements documents such as the Service/Air Force CFMP risks, UON, ICD, CDD, CPD, and Concept of Operations (CONOPS) into RFP documentation for the B-2 Division.   - The Contractor shall support key acquisition events and reviews as needed, such as: Materiel Development Decision, Milestones A/B/C, System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Test Readiness Reviews (TRR), Technical Coordination Meetings (TCM), Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), Production Readiness Reviews (PRR), and others as applicable. - The Contractor shall support Division processes including but not limited to: Monthly Acquisition Report (MAR), Defense Acquisition Executive Summary (DAES), Selected Acquisition Reports, and the Senior Officer Communication and Coordination Electronic Resource (SOCCER). - The Contractor shall provide technical support for integrated program reviews and conferences, including, but not limited to, the following: executive, readiness, technical, budget, design, weapon system, requirement working groups, supportability, and management reviews.  The Contractor shall assist in the review and analysis of prime and subcontractor Earned Value Management (EVM) systems.   - The Contractor support shall include the management of the action item process following each review.  The Contractor shall support program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other support as needed. - The Contractor shall provide programmatic support to process and complete Modification Proposal AF Form 1067 activities.  Effort includes supporting the development of technical solutions, risks, schedules, and estimated cost to satisfy the requirements in the 1067. - The Contractor shall have an understanding of Modeling Simulation & Analysis (MS&A) tools and processes that can be applied throughout the acquisition lifecycle.   - The Contractor shall access modeling databases and perform specific analysis as required. - The Contractor shall assist in planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities (including System of Systems (SOS) and Families of Systems), systems, subsystems, and equipment. - The Contractor shall support B-2 programs by collecting, compiling, analyzing, investigating, researching, and/or applying logistics, maintenance, acquisition, or financial data and information. - The Contractor shall participate in Planning, Programming, Budgeting, and Execution (PPBE) activities.   - The Contractor shall review, evaluate, and provide recommendations on program budgets to include preparing documentation and briefing charts for the Program Objective Memorandum (POM) and the Air Force Centralized Asset Management (CAM) processes.  The Contractor shall identify and provide recommendations and/or solutions regarding candidate opportunities to reduce weapons system Air Force Total Ownership Costs (AFTOC). - The Contractor shall assist in program management support of the F-118-100 General Electric (GE) engine functions to include direct support of the B-2 Mechanical LCIT PM Lead and maintaining close contact and coordinating with B-2 Logistics Supply Support representatives, Engineering, Equipment Specialists, Northrop Grumman B-2 Integration Programmed Depot Maintenance (PDM) & Contractor Depot Maintenance, 509 BW/JEIM, AFGSC, AFRL, and other support personnel on all defined F-118-100 GE engine system issues directly related to mission support of the 509 BW.  F-118-100 GE Engine support activities include, but are not limited to, writing reports, point papers, developing and conducting briefings, conducting daily, monthly, and quarterly reviews, and research/analysis directly related to the F-118-100 GE engine support systems. - The Contractor shall assist in the program management support to design, develop, integrate, and field software and hardware capabilities; also known as an Integrated Functional Capability (IFC)   WORKING CONDITIONS:  - RESPONSIBILITIES: - Apply a full range of acquisition program management philosophy, policies, and procedures, to perform a wide range of acquisition management activities in support of the existing and future F-15 Division aircraft programs. - Have an understanding of current DoD and AF-specific acquisition regulations, guidelines, and processes. - Support the acquisition program management of full life cycle requirements, subsystems and equipment. Write approved milestone documentation. - Assist with the development of documents, such as, but not limited to, Memorandum of Agreements (MOAs), Memorandum of Understandings (MOUs), Statements of Objective (SOOs), PWSs, Statements of Work (SOWs), Requests for Proposal (RFP), Mission Needs Statements, Operational Requirements Documents (ORD), Initial Capabilities Documents (ICD), Capability Development Documents (CDD), Capability Production Documents (CPD), Milestone Documentation, Analysis of Alternatives (AoA), and Rapid Fielding Requirements Documents (RFRD). - Support the review of proposals as assigned by the Government. Assist with the following coordination of documentation between functional resources, including but not limited to, financial, management, procurement, engineering, and logistics) and assist with the consolidation of their inputs into common documents, and planning for the accomplishment of various program milestones. - Participate in process improvement activities as members of, or advisors to Integrated Product Teams (IPTs) and Product/Process Improvement Working Groups. - Assist in the collection of programmatic inputs from weapons systems program offices for defining, developing, and managing the acquisition and development/upgrades to the various USAF and FMS F-15 aircraft configurations. - Perform, as required, a non-voting, advisory role for program source selections on all acquisition-related requirements. - Assist in determining program progress, effectively communicating recommendations orally and in writing to higher organizational management. - Apply program knowledge for developing and coordinating responses to Senior Officer Communication and Coordination Electronic Resource (SOCCER) taskers in response to internal and external program inquiries. - Support key acquisition events and reviews as needed, such as: System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Test Readiness Reviews (TRR), Technical Coordination Meetings (TCM), Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), Production Readiness Reviews (PRR), milestone documentation development, and others as applicable. - Assist in planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities (including system-of-systems and families-of-systems), systems, subsystems, and equipment. - Apply knowledge and experience in acquisition program management philosophy, policies, and procedures to DoD, USAF and sister service systems, subsystems, and equipment procurement activities, including prime mission equipment and Support Equipment (SE), post-award project/program management tasks, and acquisition programs throughout their life cycles. - Assist in producing or reviewing products for program office use that include business case analyses, trade-off studies, estimates for program office acquisition and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans. - Provide milestone documentation support for documents defined in DoDI 5000.02 and as tailored by the program office and milestone decision authority. Provide a program assessment for integration of documentation to ensure consistency with program strategy and consistency across all milestone documentation. Provide inputs, draft, coordinate (with the appropriate F-15 Division programs and other Government agencies), adjudicate comments, and produce final versions of coordinated milestone documents and assessments. Develop and collect technical data and inputs for staff summary packages to support coordination and signature of all associated documents for milestone approval. - Support the development of contract strategies, Work Breakdown Structures (WBS) and the completion of a program risk assessment to document issues impinging on milestone execution. - Provide support to develop market survey requirements, Life Cycle Support Plans (LCSP) and life-cycle cost estimates. Support the development of executive briefings, and scheduling and coordinate through appropriate USAF and Government stakeholders.pdate the briefings and document meeting minutes. - Perform analyses to support program strategy decisions and courses of action. - Support the development, review, and approval process for requirements document development and the Joint Capabilities Integration and Development System process and staffing. - Assist in translating user requirements documents such as the CDD/CPD and Concept of Operations (CONOPS) into RFP documentation for the F-15 Division. - Support Commander/Director Action Group processes including but not limited to, Monthly Acquisition Reports, Defense Acquisition Executive Summary (DAES), and Selected Acquisition Reports. Provide programmatic support for the using commands’ requirements and planning councils or similar requirements review processes. - Provide technical support, plan for, coordinate, and participate in integrated program reviews and conferences, including, but not limited to, executive, readiness, technical, budget, design, weapon system, resource, requirement working groups, supportability, and management reviews. Support program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other support as needed. Support shall include the management of the action item process following each review. - Assist in the review and analysis of prime weapon system and subcontractor Earned Value Management (EVM) systems. - Provide support to process and complete AF Form 1067, Modification Proposal, activities. Effort includes logging, assigning review responsibilities, tracking completions, providing responses to the using command, and archiving results. - Provide support to the directorate/division self-assessment program. Duties include, but are not limited to, preparing for the inspection, distributing - Checklist information to the checklist Points of Contacts (POC), developing and maintaining a checklist tracking and reporting system, monitoring checklist completion status, and recommending corrective actions. - Have knowledge of OFP software development and testing processes, interpreting user requirements, and a thorough understanding of the Multi-National Fighter Program cost sharing process. Manage risk, cost, schedule, and performance of various OFP development efforts in a program management support role.     We are looking for an experienced Test Manager to join the Air Force Distributed Common Ground System (AF DCGS) Team as part of the Global Network Systems Branch (AFLCMC/HBGW) at Hanscom AFB.  In this role, this test manager will assist the AF DCGS program office team, working in conjunction with government engineers and program managers, as well as other support contract engineers and program managers, with the below described responsibilities.    LOCATION: Hanscom AFB, MA JOB STATUS: Full time TRAVEL: TBD    RESPONSIBILITIES: - The Contractor shall provide test planning and V&V support for activities in compliance with DoD, AF, HBG, and AFLCMC test plans, instructions, policies, and procedures. Activities will vary depending upon the current activities of the program, scope of the current development or sustainment cycle, and other corporate and program initiatives. The Contractor shall provide test report support services by way of the documentation of test events and shall conduct technical reviews of engineering documentation.
