Expected activities include providing technical advice and serving as the technical interface between the Government customers and the radar manufacturers, interacting with customers, participating in meetings, and producing technical detailed products. - The Contractor shall have a general understanding of current DoD and AF-specific acquisition regulations, guidelines, and processes. - The Contractor shall have a minimum of five (5) years of requirements generation, acquisition management, and USAF fighters or bombers military operations experience within the last five (5) years. - The Contractor is required to have detailed knowledge of capability planning processes. The Contractor shall have a minimum of a BS degree from an accredited college or university.   RESPONSIBILITIES:  Avionics Engineer: - Shall serve as an avionics engineer with particular emphasis in integration of radar and EW sensors. - Develop/review/update applicable program documentation for avionics engineering relevant requirements. The Contractor shall assist the Government in drafting and developing systems/subsystem specifications and various engineering documents in support of milestone reviews and events. - Shall be responsible for development and test of the program system hardware and software and its integration into the program system architecture. The Contractor shall attend all technical reviews and provide technical advice on the path forward to installation of the new hardware and software into the system. The Contractor shall review system specific test plans and participate in the conduct of system, subsystem, and component testing. - Shall support and conduct performance effectiveness, cost effectiveness, cost performance, life-cycle cost, producibility, maintainability, supportability, reliability, technical and schedule risk assessments, and scheduling trade-off studies. - Support hardware/software development and related system ground and flight test activities including, but not limited to, hardware-in-the-loop, subsystem integration labs, developmental T&E, and initial operational T&E related activities. - The Contractor shall support and conduct systems analyses to include, but not limited to, avionics system design/design feasibility and state-of-the-art assessment requirements, system capacity analysis, investigate alternative solutions and architecture trade-offs, support operations concept development and document results. - The Contractor shall perform analyses of avionics and subsystems including, but not limited to, system threat analysis, laser systems, computer systems, avionics interfaces, and multiplex data bus communications. The Contractor shall also identify potential issues and/or areas of improvement for Government consideration. - The Contractor shall accomplish data processing including centroiding, tracker, timing issues, data loading issues, software; interfaces to combat system and/or automation systems including required data, quantity of data, data merging and integration. - The Contractor shall accomplish MS&A of radar, targets, and clutter/weather; testing and evaluation of radar system performance including developing test plans and procedures, witnessing tests, and writing test reports for qualification testing, operational field testing, and factory system-level testing. -  The Contractor shall support Aircraft Information Management Systems (AIMS) requirements/testing/certification and spectrum management requirements/testing/certification. - The Contractor shall use knowledge of Communication Navigation Surveillance/ Air Traffic Management (CNS/ATM) requirements, policies, and regulations to define requirements, complete CNS/ATM compliance matrices, and support testing and certification of aircraft and supporting systems. -  The Contractor shall perform technical activities associated with radar waveforms and signal and data processing techniques that provide robust performance in Electro-Magnetic Interference (EMI), Electronic Counter-Measure (ECM), multipath, ducting, and clutter environments. These activities may include, but not limited to, phased array and active aperture antennas, adaptive array processing, digital beam forming, klystron and solid state transmitter technologies, receiver and transmitters stability issues, advanced Analog-to-Digital (A/D) technology, EMI, ECM, and EW. Digital signal processing including Moving Target Indication (MTI), pulse Doppler, monopulse, imaging, and adaptive techniques, Constant False Alarm Rates (CFARs), clutter maps, and timing issues. - The Contractor shall apply an understanding of aeronautical vehicle systems, software, and/or airborne or related ground systems avionics capabilities to support the core engineering tasks as they relate to EW engineering. General Engineer & Capabilities Planning Manager: - The Contractor shall support application of knowledge and experience in engineering principles, criteria, and procedures to USAF systems, subsystems, and equipment procurement activities, post-award project/program management tasks, and acquisition programs throughout their life cycles. - The Contractor shall apply an understanding of DoD, USAF and common engineering/scientific principles, processes and procedures to improve performance and sustainability of existing and future USAF and joint service weapon systems. - The Contractor shall have an understanding of applying MIL-HDBK-516B, Airworthiness Certification Criteria, to aircraft systems and subsystems. - The Contractor shall assist in translating user requirements into weapon system requirements, which will be used to design, develop, fabricate, test and evaluate weapon systems, subsystem and equipment for eventual fielding and deployment. - The Contractor shall assist with the development of requirements and technology needs into action plans and policies necessary to improve and retain world class manufacturing, operations, re-manufacturing and de-militarization/disposal of weapon system capabilities within USAF. - The Contractor shall perform technical/mission analyses of existing and future operational requirements, assist in developing system concepts and perform technological/trade-off assessments of proposed designs/modifications. - The Contractor shall provide rapid response engineering service and support as augmentation to organic resources through in-depth problem identification, impact assessment and development of corrective actions for critical supportability problems. - The Contractor shall support and conduct the system safety engineering program, including mishap risk assessments, evaluate contractor safety proposals and safety analyses, evaluate safety concerns of F-15 using and support commands and assist with resolution of high priority safety issues. - The Contractor shall assist in translating Headquarters Air Combat Command (HQ ACC) and other user requirements into system requirements, which will be used to design, develop, fabricate, test and evaluate systems, subsystems, and equipment for deployment. - The Contractor shall provide support to produce or review products that include the following: technical evaluations/plans; engineering studies, reports and analyses; and acquisition strategies/plans such as: ICD; ORD/CDD; CONOPS; CPD; System Requirements Document (SRD); System Specification; RFPs; System Engineering Plan (SEP); Test and Evaluation Master Plan (TEMP); program environment, safety, and occupational health evaluation; information support plan; Program Protection Plan (PPP); Technology Assessment/Control Plan (TA/CP); cybersecurity strategy (formally information assurance strategy); Security Classification Guide (SCG); Alternative Live Fire T&E Plan; Clinger-Cohen Act compliance; consideration of technology issues; DM strategy; chemical, biological, radiological, and nuclear survivability assessments; net-centric data strategy; spectrum supportability determination; technical data rights strategy; technology readiness assessment; manufacturing readiness assessment, and; other program/technical documents as required. - The Contractor shall develop and collect technical data and inputs for staff summary packages and executive briefings to support coordination and signature of all associated documents for milestone approvals. - The Contractor shall support project team meetings, working groups, and all technical reviews, upon request, including but not limited to: SRR, PDR, CDR, TRR, TCM, TIMs, FCA, PCA, PRR, PMR, and other meetings/working groups/reviews as applicable. - The Contractor shall analyze equipment and software deficiencies, make recommendations for equipment and software deficiency corrections, and develop, integrate, and test equipment and software deficiency solutions. - The Contractor shall assist the Government in the engineering evaluation of prime weapon system/subcontractor recommendations for operational and support issues such as: evaluations of ACSNs, ECPs, CCPs, Federal Aviation Administration bulletins, modification proposals, DMS, program risk, and related documents. - The Contractor shall support the development and evaluation of IMP/IMS and systems engineering detail schedule engineering cost estimates. - The Contractor shall perform, as required, an advisory role for program source selections on all engineering-related requirements. - The Contractor shall support the F-15 Division in the performance of disciplined engineering activities to assure Operational Safety, Suitability, and Effectiveness (OSS&E) for all products. The Contractor shall follow the Life Cycle Systems Engineering (LCSE) and OSS&E related AFIs and all lower level supplements and related documents including applicable Operating Instructions (OI). - The Contractor shall assist with establishing, implementing and adhering to LCSE processes to ensure OSS&E compliance is achieved and maintained. - The Contractor shall aid the USAF in reviewing and updating the OSS&E Baseline Document and shall support the USAF in the identification of OSS&E elements, progress reporting of OSS&E metrics, and interaction with other organizations to ensure continued OSS&E compliance. - The Contractor shall ascertain the implementation status of the SEP throughout program operations and notify the USAF of pertinent shortfalls or gaps for which corrective action may be needed. - The Contractor shall help support the Mechanical System Integrity (SI) Program, maintain and update the Critical Safety Item list, and monitor airworthiness certification for F-15 Division aircraft. - The Contractor shall participate in value stream mapping activities and Air Force Smart Operations for the 21st Century (AFSO21) Program Facilitation. The Contractor shall understand the AFSO21 initiative and shall be able to apply and facilitate performance improvement events and actions to ensure the use of best engineering practices. - The Contractor shall advise the F-15 Division on engineering determinations of acceptable substitutes when parts obsolescence occurs. - The Contractor shall apply an understanding of systems acquisition, system and sub-system level hardware and software integration, systems requirements analysis and allocation, computer systems architecture, and systems and subsystems T&E. - The Contractor shall provide capability planning including, but not limited to, technology solution sets, strategy, cost savings, and sustainment in support of the F-15 Advanced Capabilities Branch and the F/B Directorate portfolio of programs and serve as key advisor to Government branch leadership on mission-critical capability needs. - The Contractor shall perform all capability planning actions required to span the entire product/system life-cycle from pre-concept to disposal in support of future program technical needs with F-15 platform. - The Contractor shall support and conduct studies and analysis of trade-offs for incorporation of potential capabilities onto USAF and FMS platforms. - The Contractor shall support and represent F-15 interests in TIMs and working groups, serve as a liaison between user requirements and engineering activity. - The Contractor shall establish and maintain contacts between the program office, supporting Government offices, other contractors, Air Force Research Laboratories (AFRL), HQ ACC, and higher HQ mid-to upper-level staff, industry, services, and other Government agencies. - The Contractor shall independently apply/demonstrate proficiency in various project/program initiatives; investigate, analyze, plan, design, develop, implement, or evaluate solutions for project/program efforts, and; provide expert-level issue resolution and recommendation support to achieve desired program outcomes. - The Contractor shall identify and solve problems; aid in the influence of science and technology investment decisions; develop and execute a collaborative process bridging warfighter-identified capability needs to plan for acquisition of materiel solutions; support the trade-space evaluation of emerging capability needs, including system-of-systems assessments; identify and assess technology maturity and risk drivers, and; incorporate comprehensive life-cycle planning. - The Contractor shall prepare and review pertinent data, coordinate with applicable managers, and finalize related documentation/information for verbal and visual presentation of the plan status at required meetings. These meetings shall include, but are not limited to, IPT meetings, PMRs, TIMs, working groups, and conferences. - The Contractor shall support identification of needs and development of requirements for potential materiel solutions through analysis; initiation of high confidence acquisition programs via early systems engineering; development of early T&E strategy; technology and manufacturing maturity; assessments of life-cycle analyses, life-cycle cost estimates, and early acquisition intelligence engagement. - The Contractor shall build business relationships and perform activities necessary to influence science and technology investment decisions favorable to F-15 Division interests through use and engagement with AFRL, the Innovative Research and Development website and National Air and Space Intelligence Center. - The Contractor shall support various program actions to include implementation of policies, processes, and tools for capability planning and development. The Contractor shall assist capabilities managers in arranging and supporting “high powered teams” for capabilities development. The Contractor shall develop and implement Capability-Based Planning (CBP) processes for AFMC. The Contractor shall review capability requirements and option sets (architecture-based) to ensure the necessary interoperability and appropriate linkages to other capabilities. - The Contractor shall communicate with multiple platforms, programs, and phases as well as across multiple enterprises on option sets. The Contractor shall assist in integration of intelligence information and infrastructure to ensure cross-enterprise capabilities planning and system acquisition. - The Contractor shall assist in establishing a capability architect function to ensure integrated architectures are developed and used as a standard vehicle for cross-enterprise comparison, analysis and integration. The Contractor shall identify and advocate to various levels of management O&S capability requirements. The Contractor shall support O&S transformation via CBP, modernization initiatives and process engineering. The Contractor shall support early and pervasive integration of intelligence in force modernization efforts from concept development through sustainment. - The Contractor shall promote the use of MS&A throughout the acquisition life-cycle process and foster the development and maintenance of common use MS&A tools useful to the division/groups/industry. The Contractor shall support command leadership and policy for MS&A to enable CBP and acquisition. The Contractor shall access modeling databases and perform specific analysis. The Contractor shall assist the military and civilian project leads for the F-15 Division. This support includes response to management to develop and coordinate all project plans for military and civilian actions, permanent changes of assignment, permanent changes of station, requisitions, by-name-requests, answering of questions, interpreting data, and providing background data for military and civilian requirements. The Contractor shall assist with development of military and civilian determinants, process improvements, organizational changes, and other organizational performance consultant studies. - Regularly meet with management officials to discuss HR status and to stay abreast of HR, functional issues, new workloads, long-range personnel end-state requirements, HR problems encountered and other matters that would impact civilian employees and military members within the F-15 Division. - Review Standard Core Personnel Documents (SCPDs) and Position Requirements Documents (PRDs), prepare hierarchical and organization charts, and prepare/review/interpret Unit Manpower Documents (UMDs) for F-15 Government supervisors. The Contractor shall advise management on the impacts that reclassification or restructuring of positions may have on other positions within the organization, manpower requirements, overall organizational structure, and/or CME resources. - Respond to HR requests to present and coordinate all HR requirements for the F-15. The Contractor shall represent the F-15 with various functional area organizations to maintain HR programs and establish, develop, and maintain effective working relationships with all customers. This support includes meeting with key customers and coordinating officials to assess customer satisfaction, explaining organization policy and procedures, resolving problems that arise, and conveying HR guidance. - Manage the appraisal and recognition program within the F-15 Division. The Contractor shall draft and review Officer Performance Reports (OPRs), Enlisted Performance Reports (EPRs), and shall manage schedules for reviews and submittal deadlines. - Work with managers to write award nominations, decorations, and other recognitions. - Work with knowledge managers to create enhanced reporting tools and dashboards, incorporating data sources across multiple platforms, providing more comprehensive and timely performance results to leadership.
