Oasis Systems has an exciting opportunity for a Program Manager supporting Missile Defense Agency (MDA) program planning and acquisition support activities in Huntsville, AL. This position is contingent on a successful bid. The program provides advisory and assistance services providing support for acquisition assessment, oversight, documentation and assistance throughout MDA to Missile Defense System (MDS) development through all phases of the acquisition life cycle, analysis, assessments and decision tools supporting MDS baselines. Integration - The Contractor shall assist in providing systems/subsystems integration support for the acquisition, development and verification of systems and equipment. Lifecycle - The Contractor shall support the systems lifecycle including analysis of alternatives, creation of investment strategies, manufacturing, support and end-of-life processes. - The Contractor shall support and conduct engineering performance effectiveness, cost effectiveness, cost performance, lifecycle cost, maintainability, supportability, reliability, technical and schedule risk assessment, and scheduling trade-off studies. Management Operations - The Contractor shall interface with and coordinate communications with all levels of management and functional counterparts. - The Contractor shall provide support to committees and boards established to discuss and resolve engineering problems and implement decisions involving the technical aspects of programs. Data Item Evaluation - The Contractor shall assist in the evaluation and analysis of generated data items, to include, but not limited to, specifications, drawings, proposals, plans, life cycle cost estimates, SOWs, and reports. Document Preparation/Evaluation - The Contractor shall support the Engineering team in the creation of documents such as System Requirements Documents; Systems Engineering Plans; Programmatic Environmental Safety and Health Evaluation; and Operational Safety, Suitability and Effectiveness Baseline Documents; and in executing Systems Engineering Assessments of the programs. - The Contractor shall support program management in the development and evaluation of IMP, IMS and SEDS. - The Contractor shall assist in the evaluation of system test plans and participate in the conduct of system, subsystem, and component testing. - The Contractor shall provide systems/subsystems integration support for the acquisition, development and verification of systems and equipment. - The Contractor shall evaluate and analyze Contractor- and Government-provided documentation for compliance with requirements; and shall identify system impacts and cost, schedule, and technical performance risks. - The Contractor shall support the development of program risk assessment and execute risk management IAW AFI 63-101, Integrated Life Cycle Management. - The Contractor shall assist in the preparation of briefings and reports that directly support the acquisition program. - The Contractor shall assist in the briefing of program status. Technical Planning - The Contractor shall provide support for the design, development, production, procurement, and testing of aircrew and maintenance training systems. - The Contractor shall apply broad engineering expertise, analyzing and originating solutions to a wide range of issues. - The Contractor shall apply advanced theories, concepts, principles and processes to aid in the development and validation of new engineering requirements, technical approaches and product proposals that will improve overall system performance capability. - The Contractor shall assist teams of engineers and other functional participants to address major engineering proposals, issues, and problems in their areas of responsibility. - The Contractor shall recommend technical policies to establish and ensure consistency in the application of technical baseline engineering data and processes. The Contractor shall assist in evaluating system test plans and participate in the conduct of system, subsystem, and component testing. - The Contractor shall support bed-down planning at both CONUS and OCONUS sites. Technical Support - The Contractor shall provide technical guidance, coordination and systems expertise to support major AFLCMC system programs. - The Contractor shall provide assistance for feasibility studies/technical evaluations to determine application and effectiveness of new technologies and concepts. - The Contractor shall provide assistance in monitoring technological trends and applications to maintain currency. - The Contractor shall provide assistance in the assessment of technical risks and recommend options for consideration by program offices. The Contractor shall assist in conferences, meetings and support various types of investigations or ad-hoc discussions. - The Contractor shall provide support in the evaluation of aircrew and maintenance training plans, test procedures, test reports and evaluation of engineering change proposals. - The Contractor shall sign an NDA to provide assistance with source selections technical proposals. - The Contractor shall provide relevant comments and recommendations as a non-voting member of a source selection board. Document Development/Management - The Contractor shall assist with the development and maintenance of time-phased, event-driven Security Classification Guides (SCGs), Program Security Directives (PSDs), Technology Assessment and Control Plans (TA/CPs), and Program Protection Plans (PPPs) and the Anti-Tamper (AT) plan. The Contractor shall assist with the development and/or maintenance of the Physical Security requirements for facilities/organizations to include preparing all required documentation for secure facilities. - The Contractor shall assist in the integration of US export and technology control laws, DoD/Air Force policy and instructions, and other applicable guidance into program protection planning. - The Contractor shall assist in the recommendation of changes to DoD, Air Force and program security policy and instructions. - The Contractor shall assist in ensuring proper filing of all records, files, documentation, and working papers in accordance with AF Electronic Records Management (ERM). Training Systems Engineering Support - The Contractor shall assist with technical requirements associated with procurement, modification, and performance. The Contractor shall assist in providing technical input for program requirements and assist in the review of the Contractor’s technical activities associated with training devices. This includes technical assistance in training system analysis, development planning, risk mitigation, hardware/software integration, acceptance testing, information assurance certification and accreditation, and facilities. The Contractor shall provide technical assistance in the integration of visual, radar, infrared/electro-optic and tactical environment systems and databases. The Contractor shall assist in providing technical assistance in flight systems/flight dynamics modeling design and development. The Contractor shall assist in providing technical assistance in networking/distributed mission operations of training system devices. - The Contractor shall assist in the performance of the following tasks: • technical and systems engineering, cost estimation, and concurrency tracking of simulation systems; • act as a PMO liaison at test events and SIMCERTs; • assist with information assurance activities relative to training device certification and accreditation initiatives; and • assist with Concurrency Management to include investigating concurrency issues, defining concurrency requirements, obtaining budgetary quotes for concurrency issues, and developing the purchase description for modifications.  Aeronautical Engineering Support - The Contractor shall assist in establishing test plans and procedures for identifying test parameters and collecting aircraft test data. - The Contractor shall assist in the application of industry and military standards in the definition and enforcement of flight simulator requirements. - The Contractor shall assist in the planning, organizing, and supporting of engineering efforts. Computer Engineering Support - The Contractor shall provide support for the DoD Defense Information System Network (DISN) infrastructure to include dedicated services such as point-to-point connectivity as well as Internet Protocol based services and Virtual Private Networks. The Contractor shall assist in the performance of technical/mission analyses of existing and potential operational requirements. - The Contractor shall assist in developing system concepts and performing technological/trade-off study assessments of proposed designs. System Design - The Contractor shall assist with the review of the overall system design baseline (architecture and interoperability requirements). - The Contractor shall assist with developmental planning support in evaluation of the military mission to be accomplished and related requirements documentation; define the set of military missions to be performed and the circumstances under which the mission will be performed. - The Contractor shall support technical meetings, technical interchanges, system requirement reviews, design reviews, and test readiness reviews. Analysis - The Contractor shall assist with the reviewing, analyzing, and evaluation of change proposals, including regulatory and other policy driver changes or proposed modifications for design feasibility and system compatibility. - The Contractor shall assist with the development and review of specifications, including system, system segment and equipment specifications, CDRLs, and ICDs involved in programs. - The Contractor shall support and conduct systems analyses to include system design, design feasibility, configuration audits, and state-of-the-art assessment. Schedule - The Contractor shall support the development and evaluation of Integrated Master Plan (IMP), Integrated Master Schedule (IMS) and Systems Engineering Detail Schedule (SEDS) engineering cost estimates. - The Contractor shall assist in the evaluation of systems test plans (such as systems test plans/test and evaluation master plans) and provide recommendations; and participate in the conduct of system, subsystem and component testing. Integration - The Contractor shall assist in providing systems/subsystems integration support for the acquisition, development and verification of systems and equipment. Lifecycle - The Contractor shall support the systems lifecycle including analysis of alternatives, creation of investment strategies, manufacturing, support and end-of-life processes. - The Contractor shall support and conduct engineering performance effectiveness, cost effectiveness, cost performance, lifecycle cost, maintainability, supportability, reliability, technical and schedule risk assessment, and scheduling trade-off studies. Management Operations - The Contractor shall interface with and coordinate communications with all levels of management and functional counterparts. - The Contractor shall provide support to committees and boards established to discuss and resolve engineering problems and implement decisions involving the technical aspects of programs. Data Item Evaluation - The Contractor shall assist in the evaluation and analysis of generated data items, to include, but not limited to, specifications, drawings, proposals, plans, life cycle cost estimates, SOWs, and reports. Document Preparation/Evaluation - The Contractor shall support the Engineering team in the creation of documents such as System Requirements Documents; Systems Engineering Plans; Programmatic Environmental Safety and Health Evaluation; and Operational Safety, Suitability and Effectiveness Baseline Documents; and in executing Systems Engineering Assessments of the programs. - The Contractor shall support program management in the development and evaluation of IMP, IMS and SEDS. - The Contractor shall assist in the evaluation of system test plans and participate in the conduct of system, subsystem, and component testing. - The Contractor shall provide systems/subsystems integration support for the acquisition, development and verification of systems and equipment. - The Contractor shall evaluate and analyze Contractor- and Government-provided documentation for compliance with requirements; and shall identify system impacts and cost, schedule, and technical performance risks. - The Contractor shall support the development of program risk assessment and execute risk management IAW AFI 63-101, Integrated Life Cycle Management. - The Contractor shall assist in the preparation of briefings and reports that directly support the acquisition program. - The Contractor shall assist in the briefing of program status. Technical Planning - The Contractor shall provide support for the design, development, production, procurement, and testing of aircrew and maintenance training systems. - The Contractor shall apply broad engineering expertise, analyzing and originating solutions to a wide range of issues. - The Contractor shall apply advanced theories, concepts, principles and processes to aid in the development and validation of new engineering requirements, technical approaches and product proposals that will improve overall system performance capability. - The Contractor shall assist teams of engineers and other functional participants to address major engineering proposals, issues, and problems in their areas of responsibility. - The Contractor shall recommend technical policies to establish and ensure consistency in the application of technical baseline engineering data and processes. The Contractor shall assist in evaluating system test plans and participate in the conduct of system, subsystem, and component testing. - The Contractor shall support bed-down planning at both CONUS and OCONUS sites. Technical Support - The Contractor shall provide technical guidance, coordination and systems expertise to support major AFLCMC system programs. - The Contractor shall provide assistance for feasibility studies/technical evaluations to determine application and effectiveness of new technologies and concepts. - The Contractor shall provide assistance in monitoring technological trends and applications to maintain currency. - The Contractor shall provide assistance in the assessment of technical risks and recommend options for consideration by program offices. The Contractor shall assist in conferences, meetings and support various types of investigations or ad-hoc discussions. - The Contractor shall provide support in the evaluation of aircrew and maintenance training plans, test procedures, test reports and evaluation of engineering change proposals. - The Contractor shall sign an NDA to provide assistance with source selections technical proposals. - The Contractor shall provide relevant comments and recommendations as a non-voting member of a source selection board. Document Development/Management - The Contractor shall assist with the development and maintenance of time-phased, event-driven Security Classification Guides (SCGs), Program Security Directives (PSDs), Technology Assessment and Control Plans (TA/CPs), and Program Protection Plans (PPPs) and the Anti-Tamper (AT) plan. The Contractor shall assist with the development and/or maintenance of the Physical Security requirements for facilities/organizations to include preparing all required documentation for secure facilities. - The Contractor shall assist in the integration of US export and technology control laws, DoD/Air Force policy and instructions, and other applicable guidance into program protection planning. - The Contractor shall assist in the recommendation of changes to DoD, Air Force and program security policy and instructions. - The Contractor shall assist in ensuring proper filing of all records, files, documentation, and working papers in accordance with AF Electronic Records Management (ERM). Training Systems Engineering Support - The Contractor shall assist with technical requirements associated with procurement, modification, and performance. The Contractor shall assist in providing technical input for program requirements and assist in the review of the Contractor’s technical activities associated with training devices. This includes technical assistance in training system analysis, development planning, risk mitigation, hardware/software integration, acceptance testing, information assurance certification and accreditation, and facilities. The Contractor shall provide technical assistance in the integration of visual, radar, infrared/electro-optic and tactical environment systems and databases. The Contractor shall assist in providing technical assistance in flight systems/flight dynamics modeling design and development. The Contractor shall assist in providing technical assistance in networking/distributed mission operations of training system devices. - The Contractor shall assist in the performance of the following tasks: • technical and systems engineering, cost estimation, and concurrency tracking of simulation systems; • act as a PMO liaison at test events and SIMCERTs; • assist with information assurance activities relative to training device certification and accreditation initiatives; and • assist with Concurrency Management to include investigating concurrency issues, defining concurrency requirements, obtaining budgetary quotes for concurrency issues, and developing the purchase description for modifications.  Aeronautical Engineering Support - The Contractor shall assist in establishing test plans and procedures for identifying test parameters and collecting aircraft test data. - The Contractor shall assist in the application of industry and military standards in the definition and enforcement of flight simulator requirements. - The Contractor shall assist in the planning, organizing, and supporting of engineering efforts. Computer Engineering Support - The Contractor shall provide support for the DoD Defense Information System Network (DISN) infrastructure to include dedicated services such as point-to-point connectivity as well as Internet Protocol based services and Virtual Private Networks. In addition, the Contractor shall have IEEE Distributed Interactive Simulation and High Level Architecture standards knowledge to provide assistance in engineering efforts to solve complex technical issues affecting network standards within a simulation environment. The Contractor shall assist in the resolution of discrepancies and issues between the Government and weapon system Contractor; planning and scheduling of CCBs; prepare CCB briefings and documentation; and track implementation of approved changes. Configuration Status Accounting (CSA) - The Contractor shall assist with the determination of CSA data base requirements; monitor data input; track the configuration of fielded systems and equipment; and monitor changes and status of configuration baseline documentation. Contract Data Management   User Assistance - The Contractor shall assist data users and requesters with the selection and tailoring of Data Item Descriptions (DIDs); the preparation of one-time standard DIDs; and filling out Data Management forms such as CDRLs and Contractor Data Requirements Substantiation (AF Form 585). The Contractor shall be knowledgeable in the application of distribution statements, destruction notices, and FAR/DFARS data rights clauses to assist in performing the following tasks: - providing support in the evaluation of change proposals to determine data impacts; - tracking the delivery and government approval of contract technical data; and - aiding in the acquisition and use of Contractor Integrated Technical Information Service (CITIS)   Data Calls and Reviews - The Contractor shall provide support in organizing and issuing Data Calls. Data Management Files - The Contractor shall aid in updating and maintaining data management files, and associated DID file. The Contractor shall also identify potential issues and/or areas of improvement for Government consideration. - The Contractor shall accomplish data processing including centroiding, tracker, timing issues, data loading issues, software; interfaces to combat system and/or automation systems including required data, quantity of data, data merging and integration. - The Contractor shall accomplish MS&A of radar, targets, and clutter/weather; testing and evaluation of radar system performance including developing test plans and procedures, witnessing tests, and writing test reports for qualification testing, operational field testing, and factory system-level testing. - The Contractor shall support Aircraft Information Management Systems (AIMS) requirements/testing/certification and spectrum management requirements/testing/certification. - The Contractor shall use knowledge of Communication Navigation Surveillance/ Air Traffic Management (CNS/ATM) requirements, policies, and regulations to define requirements, complete CNS/ATM compliance matrices, and support testing and certification of aircraft and supporting systems. - The Contractor shall perform technical activities associated with radar waveforms and signal and data processing techniques that provide robust performance in Electro-Magnetic Interference (EMI), Electronic Counter-Measure (ECM), multipath, ducting, and clutter environments. These activities may include, but not limited to, phased array and active aperture antennas, adaptive array processing, digital beam forming, klystron and solid state transmitter technologies, receiver and transmitters stability issues, advanced Analog-to-Digital (A/D) - technology, EMI, ECM, and EW.   Oasis Systems is looking for Cost Estimator/Cost Analysis professionals to join our team supporting the United States Air Force HI EPASS Contract.  The Cost Estimator/Analyst will assist the government program office teams and work in conjunction with government engineers and program managers, as well as other contractor engineers and program managers.   RESPONSIBILITIES Manage, oversee and/or lead or perform scientific work that involves the design, development and adaptation mathematical, statistical, econometric and other scientific methods and techniques.  Analyze management problems and provide advice and insight about the probable effects of alternative solutions to these problems. - Utilize routine cost estimating methods such as analogy, engineering or scientific methodology and extrapolation. - Assist in the development and analyze the cost and schedule risk-adjusted Life Cycle Cost Estimations (LCCEs), Independent Government Cost Estimates (IGCEs), Business Case Analyses (BCAs), Analysis of Alternatives (A0As), program office estimates and other standard cost analyses. - Develop presentations and brief executive leadership on program cost positions, impact of budget changes on supported programs and other cost issues. - Provide financial management expertise in coordination with PEO/Division/Branch program financial analysts to identify issues, resolve issues and make sound and timely recommendations. - Use cost estimating outputs to assess the impact that various factors have on the costs to design, research, develop, operate, maintain and dispose of a particular weapon system. - Determine the appropriate phase of the budgetary cycle (planning, programming, justification, execution, etc.) for initiating new programs. - Analyze contractor financial data using EVM measures of merit to determine program viability with respect to cost and schedule performance. - Utilize analytical processes such as: setting up the problem, conducting background research, collecting and reducing data, displaying data for analysis, formulating mathematical expressions, and drawing conclusions. - Develop, maintain and provide ongoing sustainment of a Directorate, Division, and Branch Cost Data Repository. - Develop life-cycle cost estimates to include Engineering & Manufacturing Development (EMD), Production and Sustainment phases of programs. Includes program’s initial acquisition estimate, EMD and Production program phases. - Utilize ACEIT Tool Suite to perform and execute all program office estimates.   QUALIFICATIONS/SKILLS - Must be detail-oriented and be able to adapt quickly to work in an multi-disciplined environment. - Must have excellent oral and written communications skills. Must also possess analytical skills in order to identify and fault-isolate problems/issues; must be able to accurately assess the relevance of information and generated and evaluate alternatives and provide solution recommendations. - Shall have knowledge of DoD Directive 5000.1; DoD Instruction 5000.2; Air Force Instruction (AFI) 65-501 – Economic Analysis; AFI 65-502 – Inflation; AFI 65-503 – US Air Force Cost and Planning Factors; AFI 65-508 – Cost Analysis Guidance and Procedures; Air Force Manual (AFMAN) 65-506 – Economic Analysis; the AFLCMC Standard Cost Process and other DoD, Air Force, and lower level policy, publications, supplements, manuals, etc., as well as applicable documents and regulations, systems, processes and guides as required.
