Oasis Systems is looking for a experienced Avionics Integration Engineer to join the Survivable Airborne Operations Center (SAOC) Program at Hanscom AFB.  The SAOC program is a Major Defense Acquisition Program tasked with leading the development and delivery of the replacement fleet for the E-4B National Airborne Operations Center (NAOC).  The E-4B fleet provides airborne national level command and control (C2) in support of SecDef and other national security leadership.  The assigned Engineer will work in direct support of government engineers and program managers through the acquisition cycle of the program.     LOCATION: This position is currently remote, but will be based on site at Hanscom AFB, MA location once COVID-19 restrictions are lifted JOB STATUS: Full time TRAVEL: ~ 10%    RESPONSIBILITIES: - Provide an in-depth understanding of aircraft avionics and electrical systems, flight control systems, mechanical and avionics subsystems to evaluate an aircraft integration approach for SAOC E-4B replacement and ensure the viability of the weapon system design and ability to meet avionics performance requirements. - Provide in-depth expertise to the SAOC program office in aircraft structures, subsystems, and mechanical systems to ensure the viability of the weapon system design and aircraft's ability to meet performance requirements. This includes aircraft electrical systems, aircraft subsystems analysis capability, and other related electrical equipment - Provide technical input on aircraft avionic design and performance as a result of required modifications and integration of SAOC mission equipment. - Evaluate and assess the EMD contractor's design and deliverables meet aircraft-related Statement Of Work (SOW) requirements - Analyze and manage Size, Power, Cooling, and Weight and Balance designs impact on avionics systems and subsystems for the SAOC E-4B replacement fleet - Support SAOC E-4B replacement fleet test planning and execution and review of associated documents - Prepare technical documents which define, specify, and recommend system/subsystem characteristics of the SAOC aircraft and mission systems and subsystems. Oasis Systems has an exciting opportunity for a Part time Marine Engineer position on board the M/V INDEPENDENCE. The Engineer can sail as Chief or Assistant Engineer, and ensure the vessel is maintained in a seaworthy, clean and safe manner. The Contractor shall provide assistance in the assessment of technical risks and recommend options for consideration by program offices. The Contractor shall assist in conferences, meetings and support various types of investigations or ad-hoc discussions. The Contractor shall provide support in the evaluation of aircrew and maintenance training plans, test procedures, test reports and evaluation of engineering change proposals. The Contractor shall sign an NDA to provide assistance with source selections technical proposals. The Contractor shall provide relevant comments and recommendations as a non-voting member of a source selection board.   Document Development/Management The Contractor shall assist with the development and maintenance of time-phased, event-driven Security Classification Guides (SCGs), Program Security Directives (PSDs), Technology Assessment and Control Plans (TA/CPs), and Program Protection Plans (PPPs) and the Anti-Tamper (AT) plan. The Contractor shall assist with the development and/or maintenance of the Physical Security requirements for facilities/organizations to include preparing all required documentation for secure facilities. The Contractor shall assist in the integration of US export and technology control laws, DoD/Air Force policy and instructions, and other applicable guidance into program protection planning. The Contractor shall assist in the recommendation of changes to DoD, Air Force and program security policy and instructions. The Contractor shall assist in ensuring proper filing of all records, files, documentation, and working papers in accordance with AF Electronic Records Management (ERM).   Program Protection Program The Contractor shall assist with the PPP to include, but not be limited to, the following tasks: - supporting security working groups; - maintaining PPP database; - identifying Critical Program Information (CPI) to include Supply Chain Risk Management (SCRM) and Criticality reviews; - identifying program threats; - analyzing system vulnerabilities and recommending alternative cost-effective security countermeasures that meet security objectives within the overall system design and program strategy; and - integrating flexible, cost-effective, and threat-based security process, plans and procedures to protect each critical weapon system during its life cycle   Mechanical Engineering (ME) Support   3.6.5.1 Technical Support The Contractor shall assist in providing technical planning, systems integration, verification and validation, cost and risk analysis, and supportability and effectiveness analyses for overall weapons system. The Contractor shall assist in performing engineering activities to include defining system requirements, reviewing vendor designs and technical proposals, researching and developing technical solutions, performing systems functional analysis, conducting trade studies, conducting technical reviews, and performing test and evaluation activities. 3.6.5.2 Analysis The Contractor shall coordinate with USG agencies, prototype facilities, commercial vendors, and engineering firms to conduct analyses. The Contractor shall aid in creating engineering documentation and mechanical engineering analyses. 3.6.5.3 Risk Management The Contractor shall assist in identifying, managing, mitigating, and addressing technical and program architecture risks, including interoperability analysis and risk assessment. The Contractor shall also provide support for the integration of current and evolving systems into the weapons system platforms. 3.6.5.4 Business and Technical Needs The Contractor shall provide engineering support involving the application of mechanical engineering principles to determine the business and technical needs of Mission Partners in the acquisition, development or sustainment of weapon systems, subsystems, support systems, equipment items, or an equivalent product.   WORKING CONDITIONS Travel: • May be required to travel using commercial air, USG air, and other conventional modes of transportation to Outside Continental United States and Continental United States (OCONUS and CONUS) locations in support of program meetings, reviews, audits and other activities held at Government and Contractor facilities. • Shall travel unaccompanied and unsupervised. • All travel (including plans, agenda, itinerary, and dates) require prior approval by the EPASS CO for OCONUS travel or COR for CONUS travel. • CONUS travel requests shall be submitted no later than ten business days prior to travel. • Shall notify the EPASS CO or COR of the costs of air travel and receive prior written approval when the use of other than least costly air travel is required to complete a Government-directed task. • Shall submit a Trip Report upon return from travel. PubOne is a new application that will support the development, validation, dissemination, and management of Air Force publications: directive and non-directive guidance and associated forms. PubOne is based on Adobe's  Adobe Experience Manager (AEM) software suite, and includes the modules: AEM Assets, AEM Asset Share, AEM Sites, AEM DoX (XML Documentation Add On), AEM Forms, AEM Document Security (DRM), Adobe FrameMaker, and a quality plugin provided by another vendor: Acrolinx.  PubOne manages the creation, review, publishing, and sustainment of publications and forms.  This includes workflow activities for that process, but also for waiver and change requests.  The information types are created, processed, and stored within PubOne.
