Oasis Systems has an exciting opportunity for a full time Software Development Manager to support operations and testing of Unmanned Surface Vessels (USV).  This project team develops and operates cutting-edge robotic ships for the US Navy in San Diego, CA.   LOCATION: San Diego, CA JOB STATUS: Full Time TRAVEL: Some travel may be required   REQUIRED QUALIFICATIONS: (Education, Certifications, Experience, Skills) This candidate must have experience with the following: SECURITY CLEARANCE: Must be eligible for a Secret clearance. EDUCATION: BS Computer Science, Computer Engineering, Information Technology, or similar field. The Contractor shall understand the AFSO21 initiative and shall be able to apply and facilitate performance improvement events and actions to ensure the use of best engineering practices. - The Contractor shall advise the F-15 Division on engineering determinations of acceptable substitutes when parts obsolescence occurs. - The Contractor shall apply an understanding of systems acquisition, system and sub-system level hardware and software integration, systems requirements analysis and allocation, computer systems architecture, and systems and subsystems T&E. General Engineering – FMS - In addition to the tasks in Section 3.5.1, the Contractor shall perform the following tasks: - The Contractor shall have working knowledge of the ITAR and foreign disclosure processes. - The Contractor shall have an understanding of the Congressional notification and RIP/RIS approval process and support the Government in working through these processes. - The Contractor shall understand and provide advice on USG policy and technical requirements for individual countries as it relates to the acquisition programs. - The Contractor shall provide FMS expertise for various FMS programs within the F-15 Division that are in varied DoD acquisition stages to include planning, execution, delivery, sustainment and program closure IAW DoD policies and guidelines. - The Contractor shall assist with the monitoring, reviewing, analyzing and coordinating security assistance issues concerning DoD and non-DoD agencies to ensure compliance with established policies, LOR, LOA, the Foreign Assistance Act, the AECA, ITAR, and other relevant legislation. - The Contractor shall assist with Pre-LOA (P&A) and LOA, SOO/SOW development/editing, and reviewing of proposals as assigned by the Government. The Contractor shall assist with reviews of various acquisition documents, export licenses, or other documentation submitted by the prime weapon system or original equipment manufacturers for Government review; and assist with release and coordination of Government responses. - The Contractor shall assist with the implementation and execution of assigned LOAs IAW the AECA, Security Assistance Management Manual, DSCA Manual 5105.38-M and complete assigned projects with no or minimal assistance. - The Contractor shall provide technical expertise and advice to SAPMs, line managers, and functional team members across all phases of the acquisition process and insight into areas relating to technical policy and lessons learned. The Contractor shall ensure requirements are identified to provide initial support for new acquisitions or modifications of weapon systems through sustainment and disposal. - The Contractor shall work with Government personnel, outside agencies, Contractor personnel, and others to support the program. These implementations depict the total TDL implementation requirements for the platform. 4.2 Review technical change proposals from other services and allied nations to determine impact to USAF platforms/systems, and provide written evaluations with required change pages, while considering USAF equities against Joint/Allied interoperability objectives. 4.2 Analyze interoperability test trouble reports to determine impact to system under test, and to other platforms, to evaluate the criticality. Participate in USAF Technical Analysis Groups and Joint Analysis Review Panels to ensure test results accurately reflect violations of relevant MIL STDs. Create Interface Change Proposals when appropriate to address shortfalls found in the MIL STD as a result of test and evaluation analysis. 4.2 Provide technical expertise to analyze concepts and technical disconnects with Air Force, Joint, or Coalition standards, implementation of those standards, and provide solutions or recommendations in appropriate format as required. 4.2 Participate in review and development of operational concepts and architectures that use existing and emerging capabilities to achieve USAF platform/system information exchange requirements, interoperability, and operational employment objectives. 4.2 Research existing US and Allied technical documents to identify discrepancies, and develop change proposals to current/future TDL configuration items including, but no limited to (US MIL STD 3011, 6011, 6016, 6017, 6020, MADL, Cursor on Target (CoT), as well as applicable NATO Standard NATO Agreements (STANAG) & Allied TDL Publications (ATDLPs), Allied Data Publications (ADatPs), and Allied Procedural Publications (APPs), etc. 4.2 Research and gather information to develop Background Papers, staff studies, Talking Papers, or presentation materials as assigned by the Government. 4.2 Contribute to the research and development for the update of the AF Concept of Link Employment (COLE). 4.3 Research Joint Doctrine, USAF Tactics Techniques and Procedures (TTP), Concepts of Operations (CONOPS), Initial Capabilities Document (ICDs), issue papers, plans, and other documents in order to extract what information needs to be exchanged between users in USMTF format. Recommend to the Government potential solutions and develop draft USMTF change proposals in accordance with the US Message Text Format Configuration Management Technical Procedures. Develop Interface Change Proposals (ICP) supporting Air Force Information Exchange Requirements (IER), to include formatting the IER and creating the ICP to update (MIL-STD 6040) and the message catalog. 4.3 Research and translate requirements from operational users for information exchanges, in order to develop Message Text Format change proposals or evaluations. 4.3 Review proposed MTF ICPs developed by other Services or Commands and provide technical evaluations to include interoperability, integration, and implementation issues. 4.3 Identify and develop solutions for the effective configuration management for MIL STD 6040, “DoD Interface Standard U.S. Message Text Format (USMTF) Description” and Allied Data Publication 3 (ADatP-3), “NATO Message Text Formatting System (FORMATS)” and appropriate message catalogs. 4.3 Advise the USAF voting principal on technical aspects of proposed changes, policy or doctrinal implications, and intended positions by other services or allied nations. 4.3 Develop solutions and draft comments for action items from all MTF meetings assigned to the USAF, prior to the suspense date as directed by the Government. 4.3 Develop change proposals as required to express USMTF in XML format as provided in XML-MTF. Evaluate and recommend a position for technical proposals that implement XML schemas from other services and allied nations. 4.3 Evaluate the impacts of existing documentation on affected systems, operational procedures, or doctrine.
