The Contractor shall assist in the resolution of discrepancies and issues between the Government and weapon system Contractor; planning and scheduling of CCBs; prepare CCB briefings and documentation; and track implementation of approved changes.   Configuration Status Accounting (CSA) The Contractor shall assist with the determination of CSA data base requirements; monitor data input; track the configuration of fielded systems and equipment; and monitor changes and status of configuration baseline documentation.   Contract Data Management User Assistance The Contractor shall assist data users and requesters with the selection and tailoring of Data Item Descriptions (DIDs); the preparation of one-time standard DIDs; and filling out Data Management forms such as CDRLs and Contractor Data Requirements Substantiation (AF Form 585). The Contractor shall be knowledgeable in the application of distribution statements, destruction notices, and FAR/DFARS data rights clauses to assist in performing the following tasks: - providing support in the evaluation of change proposals to determine data impacts; - tracking the delivery and government approval of contract technical data; and - aiding in the acquisition and use of Contractor Integrated Technical Information Service (CITIS)   Data Calls and Reviews The Contractor shall provide support in organizing and issuing Data Calls. This support shall include, but not be limited to, drafting of Data Call letters for USG review and release, integrating inputs into draft CDRLs, preparing data review documentation, participating in the Data Call, documenting discussion/recommended changes, preparing draft minutes after the completion of the Data Call, and following up on and maintaining status of action items.   CDRLs The Contractor shall provide support in the identification of appropriate DIDs, the preparation of CDRLs for inclusion in RFPs, the maintenance of CDRLs for contracts, and contract modifications. These tasks will be performed using either automated or manual processing systems as specified in the applicable task order; provide support to receive, login, track, and maintain status of contract data deliverables; assist with maintaining electronic and manual data management files and provide associated historical information.   Data Management Files The Contractor shall aid in updating and maintaining data management files, and associated DID file.   Engineering Data Management (EDM) The Contractor shall provide recommendations on the acquisition of engineering drawings; assist in conducting process reviews (IPRs) for engineering drawings; aid in evaluating engineering drawings documentation to ensure format, drafting practices and limited rights legends comply with contractual requirements; assist in maintaining EDM files; and assist in performing follow-up actions to resolve drawings deficiencies and closing out action items.   Deficiency Reporting (DR) The Contractor shall utilize the Joint Deficiency Reporting System (JDRS) or similar system to assist in the following DR tasks: - originating, receiving, processing and tracking closure of deficiency reports; - monitoring investigations; processing and disposition of exhibits; - responding to inquiries from field units, Contractors, etc.; - conducting briefings and generating reports for management on DR status and trends; and scheduling and providing support for Material Improvement Project (MIP) Review Boards   WORKING CONDITIONS: Travel - May be required to travel using commercial air, USG air, and other conventional modes of transportation to Outside Continental United States and Continental United States (OCONUS and CONUS) locations in support of program meetings, reviews, audits and other activities held at Government and Contractor facilities. - Shall travel unaccompanied and unsupervised. - All travel (including plans, agenda, itinerary, and dates) require prior approval by the EPASS CO for OCONUS travel or COR for CONUS travel. - CONUS travel requests shall be submitted no later than ten business days prior to travel. - Shall notify the EPASS CO or COR of the costs of air travel and receive prior written approval when the use of other than least costly air travel is required to complete a Government-directed task. - Shall submit a Trip Report upon return from travel. The trip report shall be submitted within 5 business days of return from earliest date of travel. The Contractor shall support the development of executive briefings, and scheduling and coordinate through appropriate USAF and Government stakeholders. The Contractor shall update the briefings and document meeting minutes. - The Contractor shall perform analyses to support program strategy decisions and courses of action. - The Contractor shall support the development, review, and approval process for requirements document development and the Joint Capabilities Integration and Development System process and staffing. - The Contractor shall assist in translating user requirements documents such as the CDD/CPD and Concept of Operations (CONOPS) into RFP documentation for the F-15 Division. - The Contractor shall support Commander/Director Action Group processes including but not limited to, Monthly Acquisition Reports, Defense Acquisition Executive Summary (DAES), and Selected Acquisition Reports. The Contractor shall provide programmatic support for the using commands’ requirements and planning councils or similar requirements review processes. - The Contractor shall provide technical support, plan for, coordinate, and participate in integrated program reviews and conferences, including, but not limited to, executive, readiness, technical, budget, design, weapon system, resource, requirement working groups, supportability, and management reviews. The Contractor shall support program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other support as needed. The Contractor support shall include the management of the action item process following each review. - The Contractor shall assist in the review and analysis of prime weapon system and subcontractor Earned Value Management (EVM) systems. - The Contractor shall provide support to process and complete AF Form 1067, Modification Proposal, activities. Effort includes logging, assigning review responsibilities, tracking completions, providing responses to the using command, and archiving results. - The Contractor shall provide support to the directorate/division self-assessment program. Duties include, but are not limited to, preparing for the inspection, distributing checklist information to the checklist Points of Contacts (POC), developing and maintaining a checklist tracking and reporting system, monitoring checklist completion status, and recommending corrective actions. - The Contractor shall have knowledge of OFP software development and testing processes, interpreting user requirements, and a thorough understanding of the Multi-National Fighter Program cost sharing process. The Contractor shall assist in planning, organizing, and supporting engineering efforts affecting TSRA and courseware development within a simulation environment.   Requirements Development The Contractor shall assist in the translation of user requirements into system requirements, which will be used to design, develop, fabricate, test and evaluate systems, subsystem and equipment for deployment. The Contractor shall assist with the development of requirements and technology needs. The Contractor shall assist with plans and policies necessary to improve and retain world class training system manufacturing, operations, re-manufacturing and de-militarization capabilities. The Contractor shall assist in the performance of technical/mission analyses of existing and potential operational requirements. The Contractor shall assist in developing system concepts and performing technological/trade-off study assessments of proposed designs.   System Design The Contractor shall assist with the review of the overall system design baseline (architecture and interoperability requirements). The Contractor shall assist with developmental planning support in evaluation of the military mission to be accomplished and related requirements documentation; define the set of military missions to be performed and the circumstances under which the mission will be performed. The Contractor shall support technical meetings, technical interchanges, system requirement reviews, design reviews, and test readiness reviews.   Analysis The Contractor shall assist with the reviewing, analyzing, and evaluation of change proposals, including regulatory and other policy driver changes or proposed modifications for design feasibility and system compatibility. The Contractor shall assist with the development and review of specifications, including system, system segment and equipment specifications, CDRLs, and ICDs involved in programs. The Contractor shall support and conduct systems analyses to include system design, design feasibility, configuration audits, and state-of-the-art assessment.   Schedule The Contractor shall support the development and evaluation of Integrated Master Plan (IMP), Integrated Master Schedule (IMS) and Systems Engineering Detail Schedule (SEDS) engineering cost estimates. The Contractor shall assist in the evaluation of systems test plans (such as systems test plans/test and evaluation master plans) and provide recommendations; and participate in the conduct of system, subsystem and component testing.   Management Operations The Contractor shall interface with and coordinate communications with all levels of management and functional counterparts. The Contractor shall provide support to committees and boards established to discuss and resolve engineering problems and implement decisions involving the technical aspects of programs.   Data Item Evaluation The Contractor shall assist in the evaluation and analysis of generated data items, to include, but not limited to, specifications, drawings, proposals, plans, life cycle cost estimates, SOWs, and reports.   Document Preparation/Evaluation The Contractor shall support the Engineering team in the creation of documents such as System Requirements Documents; Systems Engineering Plans; Programmatic Environmental Safety and Health Evaluation; and Operational Safety, Suitability and Effectiveness Baseline Documents; and in executing Systems Engineering Assessments of the programs. The Contractor shall support program management in the development and evaluation of IMP, IMS and SEDS. The Contractor shall assist in the evaluation of system test plans and participate in the conduct of system, subsystem, and component testing. The Contractor shall provide systems/subsystems integration support for the acquisition, development and verification of systems and equipment. The Contractor shall evaluate and analyze Contractor- and Government-provided documentation for compliance with requirements; and shall identify system impacts and cost, schedule, and technical performance risks. The Contractor shall apply advanced theories, concepts, principles and processes to aid in the development and validation of new engineering requirements, technical approaches and product proposals that will improve overall system performance capability. The Contractor shall assist teams of engineers and other functional participants to address major engineering proposals, issues, and problems in their areas of responsibility. The Contractor shall recommend technical policies to establish and ensure consistency in the application of technical baseline engineering data and processes. The Contractor shall assist in evaluating system test plans and participate in the conduct of system, subsystem, and component testing.
