  • Overview

    Provide subject-matter technical expertise, analysis, administrative support, and other support as required to the DoD Policy Board on Federal Aviation (PBFA) Secretariat, Executive Director and Chairman to facilitate the day-to-day execution of a wide array of aviation-related responsibilities as prescribed by DoDD 5030.19, “DoD Responsibilities on Federal Aviation”, including the following:


    • MS/MA degree in aviation-related field and 12 years related experience or BA/BS degree in aviation-related field and 10 years related experience.
    • Highly articulate in written and oral communication required
    • Skilled in use of Microsoft Office software
    • Possess an active DoD security clearance
    • Ability to gather facts, data and apply effective analytical methods to make skilled recommendations
    • Ability to recognize program deficiencies, modify standard practices, and formulate policy revisions
    • Demonstrated ability to work effectively on a team, as well as plan and organize work independently




    • Represent DoD PBFA in various interagency meetings and forums where foundational discussion and concepts are developed, vetted, and adopted which guide problem solving the routine operation of UAS into both national and international airspace systems. Participate in R&D, academic, rulemaking, and consensus-making forum to ensure DoD equities are understood, recognized, and incorporated into national and international practices, regulations, and procedures.
    • Provide expert technical support to DoD PBFA activities which are aligned with US National Airspace System planning and development efforts, including efforts which directly support the National Strategy for Aviation Security and Interagency Aviation Cybersecurity Initiative
    • Provide expertise toward forums, activities, projects and programs which ensure the DoD Components have sufficient access to airspace and the equipment necessary to meet worldwide operational, training, exercise, test, and evaluation requirements for peacetime, contingency, and wartime operations.
    • Provide support as necessary to appropriate civil and military cooperation mechanisms in the interest of effective and efficient management of airspace systems.
    • Provide technical expertise and administrative support for DoD PBFA members of U.S. Government delegations to international aviation, air traffic control, and airspace management forums.
    • Support the interagency partnership established to plan and implement the future air transportation system for the United States and related international initiatives.
    • Apply expertise to fully develop DoD policy positions and analysis on federal aviation matters with the various PBFA Working Group and Sub-Working Group membership, including Military Service, OSD, Joint Staff, US Government interagency offices and industry representatives.
    • Provide necessary support for PBFA Senior Executive members (General Officers/Flag Officers and Senior Executive Service members) who serve as the Senior Advisory Group (SAG) to the DoD PBFA and Lead Service designations as directed by Deputy Secretary of Defense memoranda
    • Maintain awareness of and evaluate current and proposed legislation and other Congressional or executive actions to evaluate their actual or potential impact on DoD aviation operations globally
    • Assist with formulation, development and coordination of PBFA Working Group and Subgroup charters, meetings, rosters, briefings, working groups, tiger teams, advisory bodies, as needed, with representatives from the organizations comprising the PBFA, including the Interagency Group on International Aviation and the several PBFA Subgroups.
    • Assist in staffing inbound tasks, queries, etc., to PBFA Subgroup Chairs, portfolio managers, and prepare forum attendance materials as requested.
    • Formulate, coordinate and execute appropriate staffing across all stakeholder offices for Senior DoD leadership and Congressional Reporting Requirements (briefings, reports, charts, white papers, issue papers, talking papers, background papers, etc)
    • Prepare and submit monthly report which outlines individual activities completed in support of PBFA
