    The successful candidate will provide EPASS Advisory and Assistance Services to the Battle Management Directorate (AFLCMC/HB) at the AF Life-Cycle Management Center (previously the Electronic Systems Center). The projects we are supporting are: Force Protection Division (AFLCMC/HBU), HB FOG, HBA-ATCALS Mobile Tower Replacement, HBA-ATCALS Remote Tower, HBAB-DILS, HBAB-DRAPCON, HBAG-GATM, HBAG-GBSAA, HBAG-NAS, HBAG-NEXTGEN, HBAN-FMS, HBAW-Branch, HBAW-FBWSP, HBAW-JET, HBAW-NWM, HBAW-Space, HBAW-WDA, HBAW-WxCC, HBBA-AOC, HBBC-AFMSTT, HBBC-C2AOS-C2IS, HBBC-GCCS-AF, HBBC-PEX, HBBC-TBMCS, HBBC-UC2, HBBD, HBBI-EV, HBD - 3DELRR, HBD - BCS-MOD 1, HBD - IAMD, HBD - MAF TDL, HBD - NCR-IADS, HBD - SM9, HBD - TACP-M, HBD - WAS, HBGB-DCGS, HBIN-UK AWACS, HBIP Japan E-767 AWACS, HBIS-RSAF AWACS RAMP, HBJ-JSTARS RECAP, HBN, HBS-ADS-B Out, HBS-CNU, HBS-HOME OPS, HBS-IPEC, HBSB-CID, HBSB-E-3 Block 40/45, HBSG-ACIP, HBSG-EP, HBW-SAOC.  This position will have to interface with a team of military, Government civilian, contractor project managers and FFRDC/A&AS support personnel in the day-to-day activities associated with management of HB’s projects, programs and initiatives.


    Ranges from, Level I: BA/BS, 4 years of experience; or  8 years of directly relatable experience;  to Level III: Advanced Degree (MA/MS) and 12 years of experience (5 years DoD), or BA/BS degree, and 15 years of experience (5 years DoD), or 20 years of directly related experience with proper certifications (8 DoD).


    Note: Oasis has some flexibility to swap experience for degree requirements and vice-versa.

    IT Certifications are a plus.

    Travel: Occasional CONUS/OCONUS travel may be required.


    The successful candidate will perform work that applies a broad theoretical and practical knowledge of system engineering to the acquisition process. The individual shall be able to:

    • Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications
    • Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystem and system performance is achieved in accordance with program specifications
    • Prepare technical documents which define, specify, and recommend system/subsystem characteristics. Prepares management reports and conducts technical presentations for planning, implementation and corrective action using application of engineering economy principles
    • Perform validation of systems, including development of criteria and procedures. Analyze and/or evaluate results of major engineering systems
    • Provide system/program engineering, technical support and technical training to support programs/initiatives, including but not limited to: acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight.
    • Provide engineering support services and inputs to program and project risk management activities in compliance with AF SEAM processes
    • Provide engineering support to conduct formal trade studies based on engineering performance, effectiveness, cost effectiveness, cost performance, life cycle cost, producibility, reliability, maintainability, risk, and schedule.
    • Provide technical recommendation support services, including reviews, studies, audits, evaluations and analyses, scientific and procedural guidance, documentation, technical analysis, and support of associated engineering IPTs.
    • Provide proposal analysis support services that compare and quantify proposed systems, components, approaches for technical feasibility, compatibility, and cost effectiveness
    • Provide concepts and requirements analyses support services including, but not limited to, reviewing and analyzing:

    o   Initial Capabilities Documents (ICDs),

    o   Capability Development Documents (CDDs),

    o   Capability Production Documents (CPDs),

    o   Analysis of Alternatives (AoAs),

    o   Military Utility Assessments (MUAs),

    o   Concepts of Operation (CONOPs),

    o   Technology Development Strategies,

    o   FCAs/PCAs, and

    o   Technology Standards Profiles

    • Review and analyze system concepts and user requirements that have been approved and entered into a system requirements baseline (functional, allocated, and product)


    General Responsibilities:

    • Works with assigned administrative, and matrixed acquisition support, financial management, engineering contracting, configuration and data management, and other staff.
    • Works with the Oasis Task Lead and Oasis teammates to document processes, and initiate and implement AFSO21 Rapid Improvement Events, Training Events and mentoring sessions for all task personnel.
    • Responsible for developing Integrated Master Schedule inputs, and tracking and reporting on Progress for assigned program(s).
    • Develops, reviews, and approves plans, schedules, and other technical documentation.
    • Facilitates and supports Division meetings and reviews, team building, strategic planning, and other on- and off-site activities.
    • Assists as needed in preparing and reviewing program/project documentation, e.g. Determinations and Findings, Justifications and Approvals, Requests for Proposals (RFPs), Statement Of Objectives (SOOs), Statements-of-Work (SOWs), Program Implementation Packages (PiPs), Performance Works Statements (PWS), Systems/Technical Requirements Documents (SRD/TRD), Contract Data Requirements Lists (CDRLs), Program Support Agreements (PSA), EMAs, 1067s, etc. and assist in source selections.
    • Performs other duties as required.
