    Successful candidate will provide EPASS Advisory and Assistance Services to the Command, Control, Communications, Intelligence, and Networks (C3I&N) Directorate (AFLCMC/HN) at the AF Life-Cycle Management Center (previously the Electronic Systems Center). The C3I&N Directorate’s primary mission is: Connecting Warfighters with Affordable, Secure, and War-Winning Cyber, C3I and Network Systems. The Directorate provides C3I connectivity, network, and infrastructure between Joint, Coalition, AF, and Allied countries space, air, terrestrial, and cyber domains. The Directorate in headquartered at Hanscom AFB, MA with 11 other operating locations.  This position will have to interface with a team of military, Government civilian, contractor project managers and FFRDC/A&AS support personnel in the day-to-day activities associated with management of HN’s projects, programs and initiatives.

    Qualifications

    DAWIA Acquisition Professional Development Program APDP Program Manager Level II or III Certification desirable; 10 years FMS Case Management experience desired.

    Travel: Candidate must be available to travel OCONUS extensively and conduct international teleconferences outside of normal business hours.

          Secret, Top Secret clearance (depending on location); or as a minimum, the ability to obtain a clearance

    Responsibilities

    Specific Responsibilities:

     

    The successful candidate must provide initial fielding support for units/platforms fielding a data link capability. This support consists of providing releasable Tactics, Techniques & Procedures (TTP) training, equipment, and operations expertise needed to setup initial TDL operations and field installations. The candidate must be able to develop TDL architectures for implementation at AF and Joint locations worldwide, to improve TDL mission capability. The candidate is required to support the USAF, Joint TDL experiments, and Foreign Military Sales (FMS) customers as directed. FMS activities include extensive travel, for periods of up to 45 days and travel to hazardous duty locations. Responsibilities include, but are not limited to: TDL fielding support; initial planning; initial TDL flights; on-site support per squadron (US and FMS); review of existing checklists and procedures; recommendation to mitigate shortfalls; pilot to pilot interface; Ground Support Station (GSS) continuation training; (FMS); network monitoring; data analysis; TDL and network problem identification and recommended resolution; air to air Link 16 combat exercise support; Beyond Line Of Site (BLOS) infrastructure troubleshooting; experience with Joint Interface Control Officer (JICO) support tools; ground crew logistics; maintenance and sustainment training; creation of tailored curriculum and training material and the presentation the training.

     

    The candidate must have Tactical Data Link Networks (TDN) subject matter expertise and experience with related equipment to support the following: Link 16 and any platform/program utilizing it TINT, SADL, JRE, ADSI, Gateway Manager, VOiP, UHF/VHF communication, External Time Reference (ETR) to test/analyze network, GPS, TDN test tools to support network operations and analysis, network monitoring and data recording, stand-alone capability to establish/maintain networks, and mobile/scalable capability to add/subtract TDN systems to a network based on requirements.

     

    General Responsibilities:

    • Works with assigned administrative, and matrixed acquisition support, financial management, engineering contracting, configuration and data management, and other staff.
    • Works with the Oasis Task Lead and Oasis teammates to document processes, and initiate and implement AFSO21 Rapid Improvement Events, Training Events and mentoring sessions for all task personnel.
    • Responsible for developing Integrated Master Schedule inputs, as well as tracking and reporting on Progress for assigned program(s).
    • Develops, reviews, and approves plans, schedules, and other technical documentation.
    • Facilitates and supports Division meetings and reviews, team building, strategic planning, and other on- and off-site activities.
    • Assists as needed in preparing and reviewing program/project documentation, e.g. Determinations and Findings, Justifications and Approvals, Requests for Proposals (RFPs), Statement Of Objectives (SOOs), Statements-of-Work (SOWs), Program Implementation Packages (PiPs), Performance Works Statements (PWS), Systems/Technical Requirements Documents (SRD/TRD), Contract Data Requirements Lists (CDRLs), Program Support Agreements (PSA), EMAs, 1067s, etc. and assist in source selections.
    • Performs other duties as required.
