    Successful candidate will provide EPASS Advisory and Assistance Services to the Command, Control, Communications, Intelligence, and Networks (C3I&N) Directorate (AFLCMC/HN) at the AF Life-Cycle Management Center (previously the Electronic Systems Center). The C3I&N Directorate’s primary mission is: Connecting Warfighters with Affordable, Secure, and War-Winning Cyber, C3I and Network Systems. The Directorate provides C3I connectivity, network, and infrastructure between Joint, Coalition, AF, and Allied countries space, air, terrestrial, and cyber domains. The Directorate in headquartered at Hanscom AFB, MA with 11 other operating locations.  This position will have to interface with a team of military, Government civilian, contractor project managers and FFRDC/A&AS support personnel in the day-to-day activities associated with management of HN’s projects, programs and initiatives.

    Qualifications

    Ranges from, Level II: BA/BS, 10 years of experience (3 yrs DoD); or  15 years of directly relatable experience (5 DoD);  to Level III: Advanced Degree (MA/MS) and 12 years of experience (5 years DoD), or BA/BS degree, and 15 years of experience (5 years DoD), or 20 years of directly related experience with proper certifications (8 DoD).

     

    Note: Oasis has some flexibility to swap experience for degree requirements and vice-versa.

    IT Certifications are a plus.

     

    ADDITIONAL INFO:

    Position Location(s): Hanscom AFB, Lackland AFB.

    Travel: Occasional CONUS/OCONUS travel may be required.

          Secret, Top Secret clearance (depending on location); or as a minimum, the ability to obtain a clearance

    Responsibilities

    Specific Responsibilities:

     

    The successful candidate will have knowledge, skills, abilities, and experience in performing all tasks defined below:

    • Provide knowledge and experience in supporting and conducting simulation studies to include but not limited to system and component performance, engineering trade-offs, system effectiveness, cost, and logistics. Knowledge and experience must include reviewing/modeling work for compliance with regulations and best practices; developing and maintaining modeling best practices; analyzing complex problems; developing relevant models and constraints to run complex dynamic structural, thermal or other analyses; and reviewing and supporting work to develop appropriate models to solve complex weapon system issues, to include networking and communications.
    • Develop and apply advanced software and systems methods, theories, and research techniques in the investigation and solution of complex and advanced technical problems. Analyze, evaluate, and plan methods of approach and organize means to achieve solutions of complex technical problems. Conduct investigations and tests of considerable complexity. Evaluate vendor capabilities to provide required products or services. Provide technical consultation to technical staff or other organizations.
    • Work with a team of analysts onsite at Hanscom AFB and with Government clients to verify the correct intelligence data required for key modeling and simulation analyses, including models that range from engineering to mission level. Work with internal and external organizations to gather required capabilities and performance (C&P) data for classified threat systems to ensure proper characterization of the threat models. Apply these analysis tools, object models, and analytical techniques to support mission-level analyses, to include the performance of military communication networks, susceptibility to Integrated Air Defense Systems (IADS), concept alternatives characterization, development planning, and the analysis of new systems, technologies, effectiveness, and lethality.
    • Experience with software engineering with a modeling and simulation, radar, or communications background.
    • Experience with RF and Antenna modeling and simulation.
    • Experience with technical writing.
    • Experience with working in a research environment.
    • Experience with command and control processes.
    • Experience with LVC environment.
    • Ability to assess RF performance with software.
    • Ability to adapt current and outside sourced models, as needed.
    • Experience with analysis, including modeling and simulation tools, such as System Tool Kit (STK), AFSIM software tool, Riverbed Modeler, or similar tools. Experience in data management; ability to compose documentation; analysis reports, and briefings.
    • Experience coding in MATLAB, Simulink, or C++.
    • Possession of excellent statistical analysis or operations research skills.

    •             Employ Digital Engineering, Digital Thread, Digital Twin techniques across system Lifecycle.

     

    General Responsibilities:

    • Works with assigned administrative, and matrixed acquisition support, financial management, engineering contracting, configuration and data management, and other staff.
    • Works with the Oasis Task Lead and Oasis teammates to document processes, and initiate and implement AFSO21 Rapid Improvement Events, Training Events and mentoring sessions for all task personnel.
    • Responsible for developing Integrated Master Schedule inputs, as well as tracking and reporting on Progress for assigned program(s).
    • Develops, reviews, and approves plans, schedules, and other technical documentation.
    • Facilitates and supports Division meetings and reviews, team building, strategic planning, and other on- and off-site activities.
    • Assists as needed in preparing and reviewing program/project documentation, e.g. Determinations and Findings, Justifications and Approvals, Requests for Proposals (RFPs), Statement Of Objectives (SOOs), Statements-of-Work (SOWs), Program Implementation Packages (PiPs), Performance Works Statements (PWS), Systems/Technical Requirements Documents (SRD/TRD), Contract Data Requirements Lists (CDRLs), Program Support Agreements (PSA), EMAs, 1067s, etc. and assist in source selections.
