    Successful candidate will provide EPASS Advisory and Assistance Services to the Command, Control, Communications, Intelligence, and Networks (C3I&N) Directorate (AFLCMC/HN) at the AF Life-Cycle Management Center (previously the Electronic Systems Center). The C3I&N Directorate’s primary mission is: Connecting Warfighters with Affordable, Secure, and War-Winning Cyber, C3I and Network Systems. The Directorate provides C3I connectivity, network, and infrastructure between Joint, Coalition, AF, and Allied countries space, air, terrestrial, and cyber domains. The Directorate in headquartered at Hanscom AFB, MA with 11 other operating locations.  This position will have to interface with a team of military, Government civilian, contractor project managers and FFRDC/A&AS support personnel in the day-to-day activities associated with management of HN’s projects, programs and initiatives.




    Ranges from, Level II: BA/BS, 10 years of experience (3 yrs DoD); or  15 years of directly relatable experience (5 DoD);  to Level III: Advanced Degree (MA/MS) and 12 years of experience (5 years DoD), or BA/BS degree, and 15 years of experience (5 years DoD), or 20 years of directly related experience with proper certifications (8 DoD).


    Note: Oasis has some flexibility to swap experience for degree requirements and vice-versa.

    IT Certifications are a plus.



    Position Location(s): Hanscom AFB, Lackland AFB.

    Travel: Occasional CONUS/OCONUS travel may be required.

          Secret, Top Secret clearance (depending on location); or as a minimum, the ability to obtain a clearance


    Specific Responsibilities:


    The successful candidate will have the following knowledge, skills, abilities, and experience in performing all tasks defined below:

    • Provides knowledge and experience in the development, integration, testing, and deployment of Air Force systems and their associated data links to include definition of data link interoperability, interfaces, and verification and test assessment requirements. This includes interfacing with the Federal, Department of Defense (DoD), United States Air Force (USAF), United States Army, and Joint communities to ensure the data link communications capability complies with the applicable Federal Aviation Administration, Defense Information Systems Agency (DISA), National Security Agency (NSA), Service Acquisition Executive, Joint Mission Planning System (JMPS), Damage Assessment and Casualty Report business and technical rules.
    • Possesses knowledge and experience in Developmental and Operational Test and Evaluation at the sub-system and system level. This includes interface with Air Combat Command, Air Force Command and Control Integration Center, Joint Interoperability Test Command, Space and Naval Warfare Systems Command, and all levels of the organizations that develop and manage the C3 and encryption key distribution infrastructure for controlling a networked system, providing technical advice on C4 issues, including pre-launch conditioning and planning, aircraft-weapon pre- and post-release communications and real-time targeting.
    • Advises and assists the staff Engineers, Integrated Product Team (IPT) members, Program Managers (PMs), and joint combined test team customers on performance, schedule, and cost issues with respect to planning, communications, and control.

    The candidate will posses knowledge and experience in the specific areas of:

    • Tactical Platform Open Mission Systems (OMS) Architectures, HW/SW processing environments, and limits of current OMS. Contributes to CCWG/OCS/Government Ref Architecture.
    • Enterprise communications activities (e.g. Darpa DyNAMO/Comat Cloud) Contributes to IERs, CCWG/OCS, Platform GIG integration requirements.
    • Beyond Line of Sight (BLOS) Waveforms, specifically AEHF/WGS but also cognizant of PTW and Civil waveforms like Iridium/Inmarsat. They need to understand network characteristics, how the links work, what ground infrastructure is needed to support (e.g. DISA), and contributes to OCS, BLOS requirements.
    • J-Series and UCI message sets/schema and protocols, interoperability needs. Contributes to CCWG/OCS, ICDs, IERs, and DoDAF products.
    • Communications Planning for Tactical Platforms. Serves as Joint Mission Planning System (JMPS) office liaison. Contributes to OCS, DoDAF Products.
    • Support agile communications initiative and activities.
    • Combat Net Radio (CNR): includes defining and documenting a set of CNR networking parameter configurations to be used by Air Force (AF) weapon systems and controllers that will provide the best balance between flexible implementation of capability and implementation impact on both existing controllers and emerging weapon systems.
    • Test and Demonstration: includes engineering support for interoperability testing weapon configurations with Threshold and Objective launch platforms/controllers and ground Joint Terminal Attack Controllers over Ultra-High Frequency (UHF) CNR and Link 16 communications.
    • Joint Concept of Employment (CONEMP): includes developing, documenting, and presenting a Joint CONEMP that is vetted by Combatant Commands and responsible for Department of Defense (DoD)/Joint Chiefs of Staff/Service agencies is flexible and scalable across conflict intensity and Joint/single-service command architectures, supports third-party targeting and handoff of control, is compatible with communications via Military tactical data exchange network such as LINK-16 and UHF/CNR, is aligned with weapon and controller system capabilities, and is transferrable to warfighter training environments.      
    • Cryptologic Systems: includes the development of a Joint approach whereby Communication Security (COMSEC) cryptologic data can be passed from its source to weapons and controllers.
    • Link 16 Networking: includes developing and documenting Joint Service approaches for integrating weapons into existing tactical data link (TDL) environments that support effective weapon capability across a broad range of warfare intensity and force architectures, while minimizing negative impact on existing users and usage of those environments.
    • Interface Control: includes completing the development and documentation of Link-16 J11.X messages within the construct of a Joint Service Configuration management (CM) strategy that will maintain interoperability between weapon systems and controllers while supporting a flexible CONEMPs, allowing for rapid, responsive evolution of the weapon system capability.

    Implementation: includes defining and documenting specifications for network-enabled weapon systems, Threshold and Objective launch/control aircraft, and ground control systems (e.g. the F-15E, F-35 B&C, the USAF Tactical Air Control Party (TACP) Close Air Support System and the United States Marine Corps Target Location Designation Handoff System) to ensure Link-16 J11.X message interoperability with applicable weapon systems.


    General Responsibilities:


    • Works with assigned administrative, and matrixed acquisition support, financial management, engineering contracting, configuration and data management, and other staff.
    • Works with the Oasis Task Lead and Oasis teammates to document processes, and initiate and implement AFSO21 Rapid Improvement Events, Training Events and mentoring sessions for all task personnel.
    • Responsible for developing Integrated Master Schedule inputs, as well as tracking and reporting on Progress for assigned program(s).
    • Develops, reviews, and approves plans, schedules, and other technical documentation.
    • Facilitates and supports Division meetings and reviews, team building, strategic planning, and other on- and off-site activities.
    • Assists as needed in preparing and reviewing program/project documentation, e.g. Determinations and Findings, Justifications and Approvals, Requests for Proposals (RFPs), Statement Of Objectives (SOOs), Statements-of-Work (SOWs), Program Implementation Packages (PiPs), Performance Works Statements (PWS), Systems/Technical Requirements Documents (SRD/TRD), Contract Data Requirements Lists (CDRLs), Program Support Agreements (PSA), EMAs, 1067s, etc. and assist in source selections.
    • Performs other duties as required.
