    HSI Division has worked extensively with the U.S. Federal Aviation Administration where it has earned a reputation for on-time delivery of high quality products tailored to the special needs of its clients. We also work with aviation organizations around the world and provide management consulting services to other public and private entities.

     

    Overview: HSI Division is seeking a Vice President of Corporate Development and Growth Management based in HSI’s Washington DC office.  As HSI is continuing on its growth trajectory, the VP will be responsible for strategic targeting of the division's proposal efforts and successful proposal delivery resulting in future growth of the division.

     

    KEY RESPONSIBILITIES:

     

    • Work closely with the VP of Client Engagement and Partnerships and the entire Business Development team to build and execute plans to grow the business through tactical opportunity capture and new business growth
    • Responsible for overseeing bid strategies, pricing, and proposal strategies
    • Identify Winning strategic, competitive bids to Government or business customers
    • Evaluate the necessary infrastructure and processes necessary to compete on complex bids
    • Augment proposal teams to provide “just in time” resources needed to produce a competitive proposal
    • Manages transition from business opportunity to proposal development to award
    • Ensures the proposal response clearly conveys the proper key messages, value propositions, and differentiators
    • Leadership of the annual business planning and long-term strategic planning process
    • Improves proposal-writing results by evaluating and re-designing processes, approach, coordination, and implementing changes
    • Identifies win themes for proposals and focuses the proposal efforts towards those themes to ensure a successful proposal
    • Assist in analyzing the RFP/bid requirements against the proposal outline to ensure both compliance and responsiveness to the customer’s issues and needs
    • Conduct regular proposal progress status meetings and maintain the proposal schedule
    • Drive cross-organizational collaboration toward a common goal and driving operational efficiencies in a matrixed environment
    • Conduct and participate in color team reviews
    • Develop corporate training materials for the business capture process, milestone gate reviews, SWOT analysis and risk analysis
    • Lead the cost and technical responses for some proposal responses; serve as a Volume Lead for some proposals
    • Develop a Pink Team (storyboard review) plan for the interim review and internal evaluation of the technical, management, and overall proposal approaches
    • Direct and contribute writing/editing/rewriting efforts, as needed
    • Work with the Volume Leaders to ensure inter-volume compatibility is achieved
    • Develop a Red Team plan for the final review and internal evaluation of the proposal
    • Ensure that appropriate Red Team comments are incorporated into the final proposal
    • Collaborate with BD team, SMEs and other personnel in all proposal development and production activities
    • Ensure that the company’s strategic goals are aligned with all proposal efforts
    • Acquire resources and coordinate the efforts of multiple teams and third-party contractors or consultants in order to meet business objectives.
    • Ensure completion of all proposal efforts on time and within budget
    • Other reasonable and normal duties associated with development of proposals
    • Ensures the value proposition is effectively communicated by all client-facing team members and accurately represented in proposals and presentations
    • Plan, document, and manage the internal and external capture project efforts
    • Analyze the organization’s strategic plans and products
    • Conduct a competition analysis
    • Monitor, review, and direct weekly proposal progress from a top management perspective, ensuring adherence to the predefined process and proposal schedule
    • Participate as an independent proposal evaluator in all major proposals reviews
    • Engage at the highest level of the company – including C-suite and board levels
    • Create and promote a positive, multicultural work environment that supports the organization’s strategy, operations, and data collection needs
    • Facilitate collaboration across programs and strengthens internal communications with staff at all levels of the organization
    • Support and motivate the organization’s staff

     

    QUALIFICATIONS:

    • Bachelor’s degree required
    • Ten (10) years of demonstrated successful experience providing executive leadership in the government space (FAA preferred) to include proposal and capture management
    • Experience with government contracting required
    • Demonstrable ability to serve as a strategic partner to the Division President; ability to operate as an effective, tactical, as well as strategic, thinker
    • Entrepreneurial team player who can multitask in a high-pressure environment
    • Superior management skills; ability to influence and engage direct and indirect reports and peers
    • Exceptional written, oral, interpersonal, and presentation skills and the ability to effectively interface with senior management and staff
    • Ability to interface with diverse external stakeholders in the corporate and government sectors
    • Demonstrated success in senior roles in companies of various sizes
    • Ability to identify key growth areas and developing new business aligned with the company's growth strategy 
    • Excellent writing, communication and presentation skills
    • Familiarity with the FAA initiatives and key FAA programs highly preferred
    • Must have working knowledge of the government procurement process including RFIs, RFPs, SBIRs, etc.
    • Must have advanced experience with Microsoft Office (Word, Excel, PowerPoint)
    • Proficient in proposal writing and management
