  • Overview


    Provide Earned Value Management (EVM) support to the Multi-Platform Radar Technology Insertion Program (MP-RTIP), which is within the Battle Management Directorate (AFLCMC/HB) at Hanscom AFB, MA



    • Extensive EVM experience required on large DoD contracts, strong data analysis and EVM policy expertise preferred
    • Extensive knowledge of DoD, Air Force, EVM policies and procedures
    • 7+ years of experience related to DoD EVM analysis and policy compliance
    • Bachelor’s degree in a business/technical discipline is required, Master’s degree preferred
    • Strong oral and written communication skills required
    • Current Secret clearance required (investigated within last 6 years)
    • 10% CONUS travel required



    • Manage all MP-RTIP EVM requirements; Conduct EVM analysis and ensure EVM policy compliance
    • Review and assess contractor-submitted documents (e.g., Contractor Performance Report (CPR), Contract Fund Status Report (CFSR), Over Target Baseline (OTB), Re-baseline, Estimate at Completion (EAC), Limitation of Funds (LOF), Contractor Bases of Estimate (BOEs), and Integrated Master Schedules (IMSs) to determine their accuracy/completeness
    • Review EVM requirements in the Statement of Work (SOW)/Statement of Objectives (SOO), Request for Proposals (RFP), and CDRLs and ensure EVM requirements are placed on contract
    • Understand Integrated Baseline Review (IBR) principles, requirements, and processes. Conduct IBRs and determine if the contractor plan is reasonable
    • Attend and participate in Program Management Reviews (PMRs), Request for Proposals (RFPs), Business Reviews, and IBRs as required by the MP-RTIP program office
    • Develop Government EACs and utilize contractor EACs for planning and funding requirements
    • Develop inputs to cost estimates, spend plans and Technical Evaluations based on EVM data analyses
    • Monitor Defense Contract Management Agency (DCMA) process surveillance audits and associated Corrective Action Request contractor resolution
